2nd St - Project Description 2nd Street Project is a Williamson County Project with an Agreement with the City of Taylor Roadway to be removed from TxDOT system, reconstructed by County, and owned by City County contributing up to $14.2 million City paying for water & wastewater replacements, and any amenities or cost overruns – estimated at $2.5M Phase 1: Drainage Project – $4 million (Awarded 12/15/09) Phase 2: Paving Project – $9 million (estimate) Private Utility Relocations - $1million (fiber optics, etc) Design, easements, UPRR permits $2 million $16 million = total estimated cost Budget
2nd St - Project Description the work The Project: • Phase 1 – Drainage • New large culverts under Railroad tracks in 4 major locations • Associated storm drain pipes, earthen channels, lined channels • Also includes the box culvert from railroad tracks to Sturgis St south of tracks – will complete Dickey St Drainage project • Minimal street closures • Limited effects on property owners • Private Utilities already relocated • Drainage design will carry the 100-year storm event under the railroad tracks • Significant flooding relief with this Phase alone
2nd St - Project Description the work The Project: • Phase 2 – Paving from US79 to Main Street • Includes replacing all water mains with 8” PVC mains and fire hydrants • Includes replacing all wastewater lines with new PVC mains • Includes drainage pipes to carry drainage under 2nd Street to Phase 1 work • Private utilities still need to be relocated • Includes removing traffic signal at Talbot • Includes adding new full traffic signal at Sloan Street • Includes new curb/gutter pavement; 4-lanes with dedicated turn lanes at key intersections • New pavement will be an average of 18” lower than existing pavement for drainage
2nd St - Project Description the work The Project: • Phase 2 (cont’d) – Paving from US79 to Main Street • Sidewalks designed on both sides of street • New street lighting will be installed throughout • Driveways will be replaced • Many driveways will have to be adjusted due to lowered street; may need to replace driveway behind ROW for optimal slopes • Note proposed driveway locations • Some driveways planned to be eliminated for safety • Some driveways relocated or added for access • Parking • Changes, some parking areas no longer accessible • Due to curb/gutter section, parking along road and shoulder no longer available

2nd St - Project Description Schedule Schedule: • Phase 1 – Drainage • County Awarded Bid 12/15/09 • Break ground February 2010 • Construction complete December 2010 • Phase 2 – Paving • Design complete • Private Utilities relocated January-March 2010 • Break ground March 2010 or later – pending easements, private utilities, TxDOT • Construction complete in 2012
2nd St - Project Description Construction Construction Sequencing / Access • Biggest concern of the project • Plans include specific phasing and sequencing for contractor to adhere to • Final sequencing and phasing will be determined once contractor is selected • Primary issue is to keep access open, traffic flowing, and utilities functioning • In general, having the contractor finish work in a specific area means longer total construction time – as opposed to spreading the work out and having s shorter total construction time • Once the contractor is selected and the number of available work crews is determined, the appropriate balance will be outlined
2nd St - Project Description Communication • City will inspect the project daily • 2nd evening public meeting before Paving work begins • Further evening meetings as needed • Standing weekly meeting at City Hall for public input / information sharing during construction • Fire/Police closure notifications • e-mail issues, news, access needs • The more involved you are, the better we can deliver this project
