  2. Beyond Hurricanes… • Tornadoes • Floods • Winter storms • Droughts • Wildfires • Earthquake • Nuclear facility accidents • Haz. Material accidents • Terrorism • Livestock Disease • Landslides • Dam failure Any of these events could require Emergency Operations Center (EOC) activation and potentially the DENR DRC

  3. EOC Activation • Level 4- within capabilities of local governments • Level 3- likely requires assistance of State Agencies • Level 2- large scale, potential federal assistance. Fully activated, 24hr SERT • Level 1- Continued involvement after event, FEMA team sent to the state • Note: Governor’s policy last year was to prepare for an event at a scale higher than predicted.

  4. DRC Activation Discretion and Approval of the Secretary and/or Chief Deputy Secretary • Minimum: Director of Communications and DRC Director. Situation Reports from appropriate Divisions • Maximum: Generally at EOC Levels 1 & 2 • Full scale operations • Plan focus

  5. Activation • Phone notification system • 14th Floor Archdale, Conf. Room #1 • Alternate for DRC: Basement RRO Barrett Drive • Alternate for Senior Staff- Crisis Communication Plan

  6. DRC Purpose: • Communication • Coordination • Support between Dept., Divisions, SERT/EOC • Inform Secretaries • Define and develop priorities • Coordinate communication • Produce Situation Reports • Provide support and coordination

  7. Secretaries • Leadership • Communication- EOC, Gov’s office • Assign tasks, priorities • Chair briefings • Manage resources

  8. Major Roles • Assistant Secretaries • Organizational Effectiveness Director • Response and Recovery Technical Coordinator • Division Directors

  9. Division Directors • Daily Situation Reports are completed and submitted NLT 2:00 each day • Assure that DENR SERT Responders are scheduled and tracked and that the DRC is notified of responder schedules, contact numbers, and priority actions • Attend briefings • Divisional responsibilities

  10. Division Responsibilities • Coordinate and conduct • Preparation • Assessment • Response • Recovery • SERT EOC roles (Section VI of the Plan) • Sister Agency support as deemed necessary and appropriate by Executive staff

DRC Director • Prepare briefing information • Track priorities and assignments • Communication with Secretaries, DOC liaison, Communications Director, Departments, Divisions • Situation Reports • Facilitation of logistical support • Coordination of staff reassignment • All other assignments as requested • Deactivation

  12. EOC Liaison • Attend EOC Briefings • Attend DRC Briefings • Communication of DENR priorities with EOC • Tracking requests through web EOC • Logistical support to DENR staff at EOC • Tracking/reporting DENR SERT activities

  13. Situation Reports Coordinator • Produce Sit Reps • Obtain/ clarify Sit Rep info from Divisions • Review from Director of Communication, and Director • Send to EOC by 3:30 • Briefings • Telephones • Tracking information • Coordinate Admin. Support Pool

  14. Director of Communication • Review Situation Reports • Prepare, distribute, post press releases • Foreign language needs • Coordinate external communication with governor’s policy and communication offices and others as appropriate • Attend briefings

FEMA Coordinator • Coordination and direction for tracking of resources for FEMA reimbursement • Communicates with FEMA • Coordinates FEMA materials/supplies support if necessary • Communicates with the Controller and the BPA Director • Provides annual FEMA reimbursement training; • Attends briefings

Pre-event Preparation • DRC operational • Staff report to EOC/DRC • Incident Commend Systems engage; • Administrative Services provides support to potentially impacted buildings • Review • Safety guidelines • Emergency procedures • Policies • DRC operation, expectations, and relationship to divisions • Event predictions • Divisional preparation needs • Determination to close and/or secure offices • Prepare to implement Business Continuity Plans if necessary

  22. Event Monitoring • DENR staff safely monitor the event and do not place themselves in danger.

  23. Assessment • Obtain information • Determine severity of damage • Set priorities • EOC focus on Human Safety • May take a few days or longer

  24. Assessment Methods • Observation • Point of Contact • Aerial assessment coordination through EOC • Telephone • Electronic Communication

  25. Response • ASAP- often in parallel with Assessment • Immediate actions to lessen or minimize human and environmental hazards

  26. Recovery • ASAP- often in parallel to Response • Priorities steer efforts • In conjunction with and support of EOC activities, Incident Command Systems that are directing efforts • Continue as long as needed
