Overview • Coordination started 18 months before the outage. • Estimated 12-16 week outage, took 15 weeks. • Timing arranged to minimize impacts as much as possible. • Locks had to be open by 1 April to allow Fish Barging per BiOp. • Main Commodities affected: • Wheat • Fuel/gas transport up river • Garbage • Commercial - recreation cruise liners

Outage Work Plan • Bonneville: Routine maintenance & emergency repair • The Dalles: Downstream gate replacement • John Day: Downstream gate & sheave replacement • McNary: 5 Year Lock inspection and maintenance • Ice Harbor: Downstream Gate picking eye repair • Lower Monumental: Downstream gate replacement, Phase 2 concrete repairs • Little Goose: Routine maintenance • Lower Granite: Upstream & downstream gate repairs

The Dalles Navigation Lock Outage • The downstream gate and both pintle bearings were replaced • Dix Corporation of Spokane, WA was the prime contractor • Subcontractor Thompson Metal Fab was the steel fabricator, along with Oregon Iron Works • Fabrication started in April 2010, completed by Feb 2011

  8. John Day Navigation Lock Downstream gate & sheave replacement • Replaced downstream gate & friction sheaves • Prime: Advanced American Construction • Subcontractor: Oregon Iron Works of Clackamas • Fabrication: Dec 2009 - Oct 2010

  9. McNary Navigation Lock • Outage Duration 6-Weeks • Routine work • 5 Year Major Inspection • Detailed maintenance and lubrication • Repair work • Non Routine work • Rehab stop logs • Replace Tainter Valve Trash Racks • Repair Navlock Armor steel Completed Rehab of Navlock Cranes

  11. Ice Harbor Navigation Lock • Outage Duration 9-Weeks • Routine Work: • 5 Year Major Inspection • Detailed maintenance and lubrication • Repair work • Non-Routine work • D/S Gate Cable/ Connectors - included cable replacement. Scheduled but not completed.

Ice Harbor: Emptying Lateral Damage • Damage found after unwatering lock • Repairs critical to prevent concrete from entering fill/drain culvert • Fast tracked contract to repair • Collapse of concrete into culvert • Longitudinal cracks in top slab of culvert • Large crack in joint between top slab & sides.

  13. Ice Harbor: Downstream cable connection/upstream trunnion hubs • Plan to complete cable connections in FY12. • Monitoring gate for cracks, made interim repairs, requested add’lFY13 funding Trunnion pin backed out, keeper plate failed

Lower Monumental Navigation Lock • Outage Duration 15-Weeks • Routine • Upstream gate and ancillary equipment inspections • Detailed maintenance and lubrication • Repair work • Non-Routine • Replace downstream gate, cables and gear boxes • Navlock Concrete Repairs Phase 2 • Replace U/S gate seal

Outcomes from 2010 - 2011 Extended Navigation Lock Outage • Took major steps to restore the reliability of the Columbia – Snake River Navigation System • Completed backlog of Navigation Lock maintenance work • Updated Navigation Operational Condition Assessments. • Established a coordinated and collaborative process for current and future work on the System.
