  1. Modification Proposal 195 - Version 2.0 Amendments Steve Rose

Background • A number of changes to the Review Group Proposal were suggested at the Business Rules meeting 11/1/08. • The RG proposal was due to be presented to the Mod Panel 17/1/08 and so the decision was made to incorporate these changes at a later date. • Recommendation to the Mod Panel was RWE to raise the Mod Proposal 195 and for this to be discussed at OAWG 28/1/08 and Transmission Workstream 7/2/08 • Following these discussions a revised version of Mod Proposal 195 would be presented to the Mod Panel 21/2/08 with the recommendation that it be sent to consultation.

Proposed Changes to Version 1.0 • Introduction • Paragraph added stating that if Mod 198 “Extension of the Current Sunset Clauses for Registration of Capacity at NTS Exit Points” is approved by GEMA the relevant dates in this Mod Proposal (shown in square brackets) will be extended by a year • Section 2 • Clarifies the paragraph about how firm NTS Supply points commissioned in the transitional period receive Enduring NTS Exit (Flat) Capacity • Allows DNO Users to reasonably adjust their NTS Exit (Flat) Capacity request (made in the annual July window) if NG cannot deliver the flexibility or pressure requested under current UNC arrangements • Clarifies the paragraph about when a User can apply to reduce its initial allocation of Enduring NTS Exit (Flat) Capacity in the reduction window.

  4. Proposed Changes to Version 1.0 • Recognises that NG may publish further guidance about the criteria they will use to determine whether a User has demonstrated their offtake requirement is on track. • Reference removed about how NG will be able to meet their licence obligations to release Daily Firm NTS Exit (Flat) Capacity as this relates to entry and is no longer appropriate. • Section 6 • Requirement included for NG to provide indicative Offtake Pressure Statements to DNO Users by 15/9 each year so as to align with their current OCS arrangements for booking flexibility. As such DNO Users may adjust their application for NTS Exit (Flat) Capacity if they do not get the pressure or flexibility they require. • Section 9 • If more accurate flexibility and linepack information becomes available after D+6 close out NG may update the published information.
