Self-Scheduled DARD are not designated for reserve due to software limitation • A generator and its corresponding DARD cannot be online at the same time and if one generator at a station is generating then no DARD can be pumping • Reserve Designations: • Generator and DARD Pump are not linked in ISO model for reserve accounting within Unit Dispatch Software (UDS) • ISO Operations counts TMNSR on offline pumped storage generators while not pumping • ISO Operations considers economically dispatched pumping DARD as providing TMSR since the load can be curtailed immediately • Currently, software limitations prevent UDS from counting reserve on a self-scheduled pump even though the load can be curtailed (i.e., is providing reserves) • Today, reserves from DARD pumps are accounted for in the reserve monitor software, but manually approximated in the UDS

Reserve Accounting on DARD Pumps can be enhanced with software improvements • Since self-scheduled pumping load can be immediately curtailed, account for the full amount of operating reserve that is available with curtailment • No change in operating practice • Unit Dispatch Software (UDS) will count TMSR on each self-scheduled pump equal to dispatch (DDP), similar to how reserves are calculated on an economically scheduled pump • This requires changes to UDS which will be in place Q2 2014 • Changes to ISO market settlement logic are also required to align settlement with operating reserve accounting and count reserve on self-scheduled pumps • Manual 28 requires modification
