  2. What is the CBCP:- • A proactive partnership between town centre businesses, the metropolitan police, transport providers and Croydon Council • Originally a fee paying membership organisation, the CBCP is now fully funded by Croydon BID and is a free service to its members

  3. Why create the CBCP:- • In 2008 there was a significant level of theft and anti-social behaviour in the town centre that directly and adversely affected businesses operating in the town. • Allied to the direct consequences of crime there was a public perception of high criminality in Croydon that deterred visitors from the town centre • A combination of the above two factors was blighting current and future investment in the town’s retail core.

CBCP: Primary Aims and Objectives • Prevent and detect crime • Reduce the fear of crime • Prevent and reduce criminality, anti-social behaviour and alcohol related disorder • Be pro-active in the apprehension and prosecution of offenders • Create efficient partnerships working between the town centre business community the police, council and other key agencies • Create a safe and secure town centre for business customers, staff and all visitors to Croydon • Achieve the Safer Shopping Award

How does it operate:- • Working collaboratively with the organisations previously listed the CBCP acts as an enforcement body operating a “three strikes and out rule” for its town centre membership • Members complete incident and intelligence forms online and the scheme manager analyses and disseminates this information back to the membership • Members submit intelligence reports • Crime trends and offenders identified • Intelligence shared in joint police and member briefings • Offenders are targeted • Exclusion notices are issued to offenders

  7. Current Structure Note: The chair on each Sub – Committee serves on the main CBCP Board to represent the views on their specific sector.

Successful? • Achieved the Safer Shopping Award in its first year of operation. • Nineteen prolific offenders have been banned from member premises • Shoplifting re-offending rates at 12% compared to the national average of 20% • Eighty individuals re-housed following the targeting of rough sleepers • Overall crime reduced by 4% in the past year • Over 90% of town centre businesses say that the CBCP has had a positive impact • 92% of visitors to the town centre felt safe (BID Survey)

It has now become one of the best A new U S style Business Improvement District ( BID) , controlled by retailers, real-estate owners and the local authority , was created to deal with the shopping problems of Croydon town centre of which crime was one.... .......A new Business Crime Reduction Partnership ( CBRP) was created to challenge the low expectations of the previous regime: it benefitted from better funding, a desire by the Police, the BID and the local council , to make the CBRP an astonishing success (expunging the failure of the previous CRP) with a council that was extremely supportive because it feared that its town centre crime problems would lead to an exodus of major stores.
