TCR Determination: # of TCRs for Auction • Protocols 7.5.3.1 provide ERCOT with authority to adjust # of TCRs for sale • “…in determining the amount of TCRs available in each monthly auction, ERCOT shall seek to achieve revenue neutrality and avoid a revenue shortfall due to payment to TCR holders for the month.” • ERCOT Proposal: Congestion Costs + TCR Revenues – TCR Payment = 0 • CMWG Discussion – Auction Revenues should not be considered in the revenue neutrality evaluation • One alternate proposal discussed at CMWG: Congestion costs + TCR revenues for oversold #TCRs only - TCR payments = 0

TCR Determination: Questions for WMS • Should ERCOT adjust number of TCRs for sale in monthly? • Affects ability to hedge ‘prompt month’ • Historical Congestion Rents Not Sufficient to Cover Pay Out • Due to difficulty to forecast avail Transmission Capability in RT • Should improve with longer lead times for Outage Submission

Singleton Substation Construction • ERCOT presented outline outages being taken to allow construction of Singleton Sub • 3/20 – 4/9: various coincidental outages of Tomball-Jewett configurations • Since then ERCOT determination to implement “conditional” NH CREs • Peters to Flewellen 138kV line and the Tomball to Hockley 138kV line as CREs Houston

  6. San Angelo - Menard • Issue identified by IMM • ERCOT discussed potential CRE—but line currently outaged—delaying request • Significant OOMing for control • Potential 2010 CSC? • Stay tuned San Angelo

  7. Upcoming Work Items for CMWG • CREs • Do we need refinement in protocols about PTDF effectiveness before 2010 CSC determination? • Last year were guided by 3%/5% • Balance ERCOT/Market use/understanding of “conditional” CREs • Nodal • CCT • NOGRR 25
