  2. ACT 82 • Within Act 82, new requirements for Educator Effectiveness have been defined for teachers, principals, and educational specialists. • Teaching Professionals 2013-2014 • Non-Teaching Professionals 2014-2015 • Educational Specialists – 2014-2015 • Principals – 2014-2015

  3. Teaching vs. Non-Teaching Professionals • Teaching Professionals • Working on a teaching certificate • AND Providing Direct Instruction to Students • Non-Teaching Professionals • Working on a teaching certificate or an admin certificate • BUT not providing direct instruction to students • OR not a principal, assistant principal or CTC director

  4. Educational Specialists • Educational Specialists are defined in Pennsylvania School Code with the scope of their certificates and assignments described in Certification and Staffing Polices and Guidelines (CSPGs). • Currently CSPG 75 through 81 list the following specialist certifications: • Dental Hygienist • Elementary School Counselor • Home and School Visitor • Instructional Technology Specialist • Secondary School Counselor • School Nurse • School Psychologist

Licensed Professionals • Given that many LEAs hire licensed professionals under teacher contracts who are not certificated as specialists under Pennsylvania School Code, PDE has made a decision to develop revised Danielson Framework for Teaching rubrics for the following roles, but their use is optional: • Occupational Therapist • Physical Therapist • Social Workers • Behavior Specialists

Non Teaching Professional Employee Effectiveness System in Act 82 of 2012 Effective 2014-2015 SY • Observation/Evidence • Danielson Framework Domains • Planning and Preparation • Educational Environment • Delivery of Service • Professional Development Student Performance of All Students in the School Building in which the Nonteaching Professional Employee is Employed District Designed Measures and Examinations Nationally Recognized Standardized Tests Industry Certification Examinations Student Projects Pursuant to Local Requirements Student Portfolios Pursuant to Local Requirements

Rubrics for Data Collection • Teaching Professionals: • Danielson’s Framework for Teaching • Planning and Preparation • Classroom Environment • Instruction • Professional Responsibilities • Principals: • Framework for Leadership • Strategic/Cultural Leadership • Systems Leadership • Leadership for Learning • Professional and Community Leadership

Rubrics for Data Collection • Non-Teaching Professionals: • Danielson’s Framework for Teaching • For those working on a Teaching Certificate • Framework for Leadership • For those working on an Administrative Certificate • Educational Specialists: • Modified Rubrics for their Profession – aligned to the Danielson Framework for Teaching • Licensed Professionals: • Modified Rubrics for their Profession – BUT OPTIONAL

  9. Observation is Not oneEvent • Data Collection throughout the year • Observation is part of the process • Evidence should be your guide • It is not quantitative – should be qualitative
