2. ACT 82 • Within Act 82, new requirements for Educator Effectiveness have been defined for teachers, principals, and educational specialists. • Teaching Professionals 2013-2014 • Non-Teaching Professionals 2014-2015 • Educational Specialists – 2014-2015 • Principals – 2014-2015

Teaching vs. Non-Teaching Professionals • Teaching Professionals • Working on a teaching certificate • AND Providing Direct Instruction to Students • Non-Teaching Professionals • Working on a teaching certificate or an admin certificate • BUT not providing direct instruction to students • OR not a principal, assistant principal or CTC director

4. Educational Specialists • Educational Specialists are defined in Pennsylvania School Code with the scope of their certificates and assignments described in Certification and Staffing Polices and Guidelines (CSPGs). • Currently CSPG 75 through 81 list the following specialist certifications: • Dental Hygienist • Elementary School Counselor • Home and School Visitor • Instructional Technology Specialist • Secondary School Counselor • School Nurse • School Psychologist

5. Licensed Professionals • Given that many LEAs hire licensed professionals under teacher contracts who are not certificated as specialists under Pennsylvania School Code, PDE has made a decision to develop revised Danielson Framework for Teaching rubrics for the following roles, but their use is optional: • Occupational Therapist • Physical Therapist • Social Workers • Behavior Specialists
