This document summarizes the key discussions from the APG meeting held in Xi'an, China, on June 2-3, 2011. The group focused on developing a proposal for WRC-12 regarding new mobile spectrum allocation. It is noted that while some countries support "IMT" identification for global harmonization, others advocate for a "broadband mobile communication" agenda, potentially including satellite components. The meeting addressed the status of discussions, items for decision, and suggested next steps for completing draft proposals and resolutions through collaboration with industry groups.

1. Review of Previous APG Meeting 2. Status of Discussion 3. Suggestion on Next Step
1. Review of Previous APG Meeting • APG agreed to develop APG proposal to WRC-12 with regard to new mobile spectrum • Correspondence group is formed in order to develop baseline of proposal and draft resolution. • However, there are a few countries are likely to support “IMT” identification which forms basis of global harmonization. • Even other few countries asked developing neutral agenda, “broadband mobile communication” which might include satellite component.
2. Status of Discussion • APG CG covers basically two categories of items • Development of baseline documents – Proposal/Resolution • (See attachment) • Discussion on items to be decided • . Spectrum estimates • . Candidate frequency ranges • . Title of Proposal – IMT or Broadband Mobile Communication
3. Suggestion on Next Step • Complete the development of draft proposals/resolution by industry groups • Submit and initiate discussion for agreement of these drafts toward formal APG meeting • Closely collaborate in having more specific agenda for mobile spectrum – using IMT terms in any parts
