What is HORIZON 2020 initiative and ENP instrument ? • A political revamp of the Barcelona process; • A focus approach on key pollution areas; • A firm target in addressing and solving a key environmental problem in the region Horizon 2020 [COM(2006) 475 final] … and a new and coherent EU financial instrument in relation to all neighbours (including Mediterranean region) ENP [COM(2007) 774]

Horizon 2020 – the Initiative Commission Communication COM(2006) 475: “Establishing an Environment Strategy for the Mediterranean” Priority sectors: • Municipal waste • Urban waste water • Industrial emissions (=up to 80% of pollution) according to EEA-UNEP/MAP joint report from 2007 Priority issues in the Mediterranean Environment

Horizon 2020 – specific demand to EEA From 2008 onwards: • “EEA, in cooperation with relevant partners (Countries, Research, NGOs , Barcelona convention network, Eionet, ETCs/RACs, Group of 4, …) • and based on existing and ongoing initiatives, (SEIS, Reportnet, Inspire, Medstat, SMAP CH, …) • to design a coherent indicator process and framework for regular indicator based analyses, including a “scorecard”, to compare and mesure progress”. • “Horizon 2020 –Timetable for the first phase (2007-2013)” Network System (tools/infrastructure) Content (data, info, indicators, reports)

  9. ENP-South 2009-2012how to link with the Balkans ? Produce specific indicators and a scorecard to monitor progress DATA Produce a trial indicator-based report in 2009 on key priority issues for Mediterranean region REPORTING Work with Euro-Mediterranean partner countries (North Africa), building capacities and extending networks CAPACITY BUILDING Gradually extend SEIS to these countries in areas of water, waste, industrial emissions, etc., by connecting with relevant networks and data flows SEIS OTHER NETWORKS Partnership with UNEP/MAP, link to network of statistical offices

Tasks to be performed under Horizon 2020 indicators • To assess progress in de-polluting the Mediterranean Sea by: • Identifying and producing relevant indicators in the area of Municipal Waste, Urban Waste Water and Industrial Emissions • Covering all Mediterranean Region • Involving both environment and statistical networks

  11. Tasks to be performed under Horizon 2020 indicators EEA CSI UNSD/UNEP List (non exhaustive) of available indicators OECD/EUROSTAT/MEDSTAT NATIONAL INDICATORS, etc. Policy questions Data availability, standards, coverage, quality compliance CSI for the Mediterranean Region
