Clean Air Development Partners Coordination Meeting

Join us on September 18, 2006, from 2:00-5:00 pm for the Clean Air Development Partners Coordination Meeting. This meeting, held on the 4th floor of the DENR Main Building, is part of the Energy and Clean Air Project, a technical assistance project funded by USAID. Attendees include government agencies, LGUs, and civil society partners working on energy reforms and cleaner air. Our goals are enhanced security, governance, and capacities for sustainable economic growth, as well as improved air quality through the reduction of vehicle emissions.

WHO WE ARE… The Energy and Clean Air Project (ECAP) • 4-year project (Oct 2004 – Sept 2008) • Funded by the US Agency for International Development (USAID) • Managed by PA Government Services , Inc. It provides technical assistance to government agencies, LGUs, and civil society partners that are working on energy reforms and cleaner air.

PROJECT SITES & COORDINATORS • Major Urban Centers: Metro Manila, Cebu, Davao, & Baguio • Academic Institutions as “Project Area Offices” • Role: Directly coordinate with the local partner stakeholders & facilitate implementation of City-Level Plan of Action BAGUIO – University of the Codilleras METRO MANILA – Ateneo School of Government CEBU – University of San Carlos DAVAO – Ateneo de Davao University

Targets – CLEAN AIR ComponentExpected Results No. of diesel-powered vehicles compliant with emission standards prior to registration increased by 80% in four (4) project Level of PM10 contribution from mobile sources reduced by 30% Cleaner vehicle fuels used by national government agencies, 50 top corporation fleets, and at least 50% of public vehicles in project sites At least 1 coalition with academic, research, & NGOs established in L, V, & M

ECAP’s Technical Assistance to DENR Completed Strengthening the Linis Hangin Program • Training Workshop on Improving the DENR’s Anti-Smoke Belching (ASB) Program in NCR (May 2005) • AMMA-DENR Strategic & Action Planning Workshop (October 2005) • Seminar-Workshop on Roadside Apprehension Procedure (November 2005) • Provision of Anti-Smoke Belching Equipment (June 2006)

ECAP’s Technical Assistance to DENR Building Public Support in Implementing Linis Hangin Program • Smoke-Free Malls in Metro Manila, Baguio, Cebu, Davao and other areas in Luzon (June 2005) • Clean Air Month Festival (November 2005) • Communications Support to DENR’s Bantay Tambutso Activity (June 2005) • Bantay Tambutso sa Eskwela (June 2006) • Launching of the AMMA (now known as MMASBA, June 2006)

ECAP’s Technical Assistance to DENR Ongoing Improving Air Quality Monitoring • PM 10 Monitoring & Apportionment Study in Davao Improving the Emission Standards of Motor Vehicles • Technical Advise on the Development of In-Use Motor Vehicle Emission Standards • Technical Advise on the Development of Hydrocarbon and Carbon Monoxide Emission Standards for Tricycles • Workshop on the Development of Euro II Emission Standards for Motor Vehicles • ECAP Clean Air Technical Working Group (TWG) Meetings • ECAP Clean Air High Level Advisory Committee (HLAC) Meetings

ECAP’s Pipeline TAs for CAA Agencies • TA to LTO and DOTC on MVIS Plan Development & Implementation • ASB Ordinance Formulation workshops with city councils • Distribution of ASB equipment/tools & certification trainings • Trainings on Preventive Maintenance for drivers & operators • National Launch of Clean Air Youth Alliance • PETC Industry Dialogues with DOTC & DTI • Transport sector consultations on mandatory I&M • Advocacy campaigns –Tricycle Management Lakbay-Aral • TA to DTI on Standards for Indigenous Road Vehicles • Public Consultations on Tricycle Emissions Standards

Some Major Challenges in implementing the CLEAN AIR ACT • Activation of the Airshed Governing Boards in Cebu and Davao • Setting of Standards both for Motor Vehicles and Fuels for transport • National Government and LGU Access to Air Quality Management Fund • Legal Assistance to Roadside Enforcers • Mobilizing broader civil society and private sector support • Capacity-building for LGUs in air quality management
