COMPONENT 1: PROJECT MANAGEMENT • The project management structure will facilitate optimal project coordination and support the activities of the project. • The coordination of the project will be based within this component and will serve as the inter-linking mechanism for project activities. These activities will support project development and implementation. Activities: • 1.1 Establish and maintain Project Coordination Unit • 1.2 Establish and maintain information system • 1.3 Hold Stakeholder Advisory Group and Friends of the Project Meetings • 1.4 Inception and Steering Committee meetings

COMPONENT 2: ANALYSIS OF TRANSBOUNDARY ISSUES AND IDENTIFICATION OF NEEDED ACTIONS • An updated Transboundary Diagnostic Analysis (TDA) will be developed to provide a mechanism for reaching country-driven, bottom-up consensus on priority actions for the CLME at national sub-regional and regional levels. • The TDA will identify gaps in the baseline • In parallel the project will assist the design and development of a CLME Information System Activities: • 2.1 Identify and fill information gaps for the TDA, and revise and update the TDA • 2.2 Development of Information Management System

Component 2: Deliverables • Causal Chain Analysis • Stakeholder Analysis (Qualitative and Quantitative) • Public Involvement and Communication Strategy • Institutional Mapping and Legal Review • Regional Socio-economic review • Updated regional and Sub-regional TDAs • Information Gap Analysis • IMS design • Operational IMS with operating manual

COMPONENT 3: SAP DEVELOPMENT AND IDENTIFICATION OF LEGAL, POLICY AND INSTITUTIONAL REFORMS AND INVESTMENTS • The development of the Strategic Action Programme (SAP) and the Management Framework necessary to implement the SAP is the central project activity. • The SAP provides the countries with a mechanism for reaching country-driven consensus on priority actions for the management of the LMR of the Caribbean. Activities: • 3.1 Development of the Strategic Action Programme (SAP) • 3.2 Improved Management Framework for LMR of the CLME • 3.3 LME Monitoring, Evaluation and Reporting

Component 3: Deliverables • Regional/Sub-regional SAP formulated and endorsed • Action plan for strengthening of Management Framework agreed and implemented • Economic instruments to finance improved Management Framework identified and adopted • Improved ratification and implementation of relevant international agreements and Regional Fisheries Agreements • Regional Environmental Monitoring Programme developed and established • Monitoring and Evaluation Framework for the status of the CLME and SAP implementation • First CLME status report

COMPONENT 4: Targeted Projects aimed at Strengthening of the Policy Cycle and early Strategic Action Programme Implementation • Four demonstration projects targeting specific fisheries will be implemented as part of the project targeting strengthening of the fisheries management policy cycle at the appropriate level or levels. The demonstration fisheries will be: • Flyingfish; • Shrimp and groundfish; • Spiny Lobster; and • Reef fisheries and biodiversity

Implementing the Demo Projects The following common steps will be followed in implementation of the demonstration projects: • Final pilot project design • Pilot project stakeholder analysis and creation of a stakeholder group • Collection and collation of existing fisheries data and information and preliminary analysis  • Review of fishery policy cycle and identify weakness and strengths and make recommendations. • Strengthened management framework with clear legal basis • In the first year, development and implementation of a fishery monitoring programme. • Socio-economic aspects of the fishery • Development and approval of fishery management plan including M&E framework • Dissemination of results and incorporation in SAP.

  11. Proposed Project Time Lines • Jan 2008 - Dec 2011 - Component 1: Project Management • Apr 2008 – Dec 2010 – Component 2: TDA-Related Activities • Jul 2008 – Sep 2011 – Component 3: SAP Development • Apr 2008 – Dec 2011 – Component 4: Demonstration Projects
