This project aims to develop a methodology for assessing the environmental impacts of EU transport policy options, with a focus on energy consumption, emissions, and safety. The project also includes the development of a computer software to embody the methodology and demonstrate its validity.

Main COMMUTE Objectives • to define a methodology for strategic assessment of the impacts of EU transport policy options • to develop a computer software that embodies the main aspects of the methodology • to demonstrate the validity of the main aspects of the methodology and the performance of connected software • to assess the impacts on energy consumption, emissions and safety of TEN-T (pilot SEA) ANPA 9 Novembre 2000

  7. AIR EMISSIONS MODELLING • Over 30 aircraft types • flight mission divided into standardised operating conditions: taxi out, take off, climb out, climb, cruise, descent, approach, taxi in • distinction between in-flight emissions and emissions in the vicinity of airports ANPA 9 Novembre 2000

  8. RAIL EMISSIONS MODELLING • 4 Train categories • Maximum and average speed • Number of stops • Weight of train • Emissions based on consumption • Electric and diesel • Focus on fuel life cycle ANPA 9 Novembre 2000

Pilot SEA: Assessment of Impacts of Transport Trans-European Networks Objective: estimate impacts in 2010 for four cases: All TEN-T (all modes, with policy measures) No TEN-T (current networks) two policy scenarios: Reference and Common Transport Policies (Policies Harmonisation) ANPA 9 Novembre 2000
