WIA Performance • Federal performance measures do not apply until a participant has received their first WIA Staff Assisted Service – the Welcome Debrief • Participants that do not agree to the SSN Disclosure are not included in Federal performance measures • Exit is defined as the common exit date used by all programs

WIA Performance • Entered Employment – Performance Goal 58% • Who: Of participants not employed at the date of participation … What: The number who are employed in the first quarter after the exit quarter • Measured using UI wage data • Measured using WIA Supplemental reporting data • Employment Retention – Performance Goal 84% • Who: Of those participants who are employed in the first quarter after the exit quarter ... What: The number of participants who are employed in both the second and third quarters after the exit quarter • Measured using UI wage data • Measured using WIA Supplemental reporting data • Average Earnings - Performance Goal $14,200 • Who: Of those participants who are employed in the first, second and third quarters after the exit quarter … What: Total earnings in the second quarter plus total earnings in the third quarter after the exit quarter • Measured using UI wage data • Won’t find in I-Trac reports as it is aggregate and not tracked at the participant level

WSO Integrated Service Measures Why do we need more measures? • Integrated Service Delivery (ISD) • How do we tell our story? • What do we think success looks like? • How will we know if it’s working? Integrating our service delivery created new opportunities to measure and track a customer’s progress across programs… and it continues to offer opportunities and challenges in tracking outcomes…

WSO Integrated Service Measures • Job Getting Services • What:Percent of customers who received a Job Getting service as compared to “Welcome Conversations” during the same month. • Notes: • Only includes current WIA services – W-P services are being categorized • Two aggregate numbers – Numerator is not a subset of the denominator.

WSO Integrated Service Measures • Training Completion • What:Of the customers who received a training service, the percent who completed the training successfully. • Notes: • Currently includes only “300-level” WIA services • Clients who auto-exit usually have no training completion code. • Roughly half of all trainings since 7/1/2012 have no completion code. • Trade Act training services are tracked quarterly (currently at 93% successful completion)

WSO Integrated Service Measures • Employer Services • What:Percent of employers listing jobs in iMatchSkills each quarter that fall within one of the identified industry sectors in the Oregon’s Workforce Investment Board’s (OWIB) Strategic Plan.* • Notes: • More work will need to be done to report on this measure, as defined. • Employers are listed by NAICS codes, which do not directly correlate to the “targeted sectors” in the State Plan. • Future efforts may be aligned with the “Sectors” workgroup's work.

WSO Integrated Service Measures • When will they be finalized? • The measures are finalized, however... • Service classification efforts are ongoing. • Until data sources and service classifications can be finalized, all results will be presented with caveats (e.g. “WIA data only”). • If it turns out that it is impossible to track and report a measure as written, the ILT may revise the wording. • Next Steps… • Historical data will be used to review trends create a baseline. • Baseline data will be used to set goals/targets. • Ideally, a “canned report” will be available – adraft dashboard has been developed, using existing data.
