Best Practice in Assam • Hand Washing before and after MDM prerequisite of child health. • Functional WASH infrastructure facilities influence children to adopt hygiene practice. • 100 schools of Rani and Rampur blocks, Kamrup district provided with Hand washing • facilities with soap with the support of UNICEF w.e.f July,2013. • Efforts has resulted in significant improvement in attendances, reducing diarrhea • related disease, promoting good hygiene practices among the children. • The 5th JRM appreciated the initiative and suggested to upscale it to all other schools.

  3. MDMS 2013-14: Achievement highlight • 56,327 Nosof Schools, KGBV, NCLP Centers of 27 districts covered through MDMS during 2013-14. • 45,22,806 Nosof Children from Classes I to VIII covered under MDM (December, 2013). • 70658.269 MT food grains consumed (April-Dec,13) • 1,15,529 Nosof Cook-cum-helpers engaged; • Operationaling the dedicated MDMScell at State, District, Block levels: • (Engagement of 1st phase completed). • Complaint Redressal Cell notified. • MDM calendar provided to schools as IEC. • Training of CCHs as Master trainers (30 by IHM & 120 by AkshayPatra, Banglore) conducted. • Training of SMC members is done in convergence with SSA. • District Level Monitoring Committee for MDMS constituted in all districts and one round of • meeting of the committee completed in almost all districts. • Mass Hand Washing facilities provided in 100 schools (pilot basis) in convergence with UNICEF.

  4. New initiatives Streamlining fund flow system. Govt notification has been issued. E-bank transfer of honorarium to Cook Cum Helper and Cooking Cost will be started w.e.f 1st April,2014. Bank accounts for MDM opened in schools. Formation of 10 members Mothers Self Help Group has been initiated to look after day-to-day management of MDMS in schools : Toll Free Contact Centre has been operationalised (No. 18003453525) w.e.f 18th Oct.2013 to address the grievances/complaints of MDMS. 45 complaints have so far been addressed till 15th Feb,2014. Development of Kitchen Gardens in schools has been initiated in convergence with Department of Agriculture and Horticulture. Steps have been taken to set up dedicated MDM Cell at State, District and Block levels. Development of Contingency Plan at school level has been initiated.

Meal served : Low coverage vs target Reason of low coverage : Local disturbances in the districts like KarbiAnglong, Kokrajhar, DimaHasao, Nagaon, Chirang, Baksa, Udalguri Delay in fund flow Low lifting of food grains • Steps taken so far : • Regular review conducted with low performing districts to improve the situation. • Directive has been issued against the DCs cum DNOs of low performing • districts to improve the performance. • Inspection by officials/ functionaries strengthened.

  17. Status of Lifting and Utilization of Rice In MT Rice In MT Low utilization of rice is due to lowlifting of allotted rice by the DNOs of Tinsukia, Nagaon, &Hailakandi.

  19. LOW PAYMENT OF COST OF FOODGRAINS TO FCI Status/issue/ step taken: • FCI authority has raised the bills for an amount of Rs.3534.00 lakh upto 31/12/2013. Against the bill amounts, the Department has released an amount of Rs.2273.18 lakh to DNOs, MDMS for making payment to FCI (i.e.,64% against bill amount). DNOs, MDMS have released only 701.00 lakh (20%) till January,2014. • Fund released to DNOs up to Sept,2013 in case of LPs and up to Dec,2013 in case of UP from the available fund (opening balance and adhoc grants released by GOI). Since the balance of 1st installment is drawn in Feb,2014, an amt of Rs. 856.52 against the bills raised till 3Qtr will be released to DNOs immediately. • Concerned DCs cum DNOs have been pressed hard to release the bills amt to FCI at the earliest.

Payment of honorarium to CCHs against allocation Issues/status/steps taken : • Fund released against the available fund only (from Adhoc grants). • 3827.15 lakh received from Finance Deptt in the month of February,2014, which will be released immediately. • The directive of State Government (Notification no. PMA/MDM-Cell/7/2012/12, dtd 20th June,2013) with respect to release of fund will be followed from 1st April,2014 to accelerate fund flow system. • Payment of Honorarium to cook cum helper will be released through SMCs via e-bank transfer from SNO, MDMS directly. • .

  23. TRANSPORTATION COST Rs. in lakh Rs. in lakh Issue : The State has released 44.5% of transportation cost upto Dec, 2013 from available fund. The balance of 1st installment (157.75 lakh) received from Finance Deptt. in the month of Feb,2014 will be released immediately.

Kitchen-cum-Store : Target vs achievement Status : • GOI Sanctioned : 56795 • Construction completed through approved agencies : 38711 • Construction in progress (through SMCs): 8811 • Not started : 9273 Issue : • State PWD schedule of rate of construction has been revised. Hence, 9273 no. of Kitchen-Cum-Store could not be started with the approved amount of Rs. 60,000/- per unit and Rs. 1,41,500/- per unit.

  30. Kitchen Devices: Target vs achievement • GOI sanctioned Kitchen Device against 62267 schools. (Yr 2006-07: 17666; Yr 2008-09: 13277; Yr 2010-11: 31324) • State provided Kitchen Devices to 17666 schools during 2007-08. • Kitchen Devices could not be provided to remaining 44601 no. of schools due to pending cases at Hon’bleGauhati High Court. • Hon’ble High Court has disposed the case and the process for providing with Kitchen Devices against 44601 no. of schools has been initiated.
