Defining Needs • Definition and demonstration of incubator success • Program cost effectiveness • Ability to track data beyond what is currently available • Ability to track data on an technology transfer through patents and licensing agreements • Ability to track graduate firms’ progress for a minimum of five years • Annual accountability

Incubation Sponsor’s Requests • Demonstrate the economic contribution of incubators • Employment • Wages • Capital raised • Persistency (reduce the business failure rate) • Tracking of graduate firms for a minimum of five years • Employment • Firms still in business • Firms merged or acquired by other companies • Firms still within incubator service area
