  5. 2012 From when it was introduced, the levy was frozen at 0.43p/kWh on electricity, 0.15p/kWh on coal and 0.15p/kWh on gas. In the 2006 budget it was announced that the levy would in future rise annually in line with inflation, starting from 1 April 2007 [1]. Enhanced Capital Allowance • The Enhanced Capital Allowance (ECA) scheme enables businesses to claim a 100% first year capital allowance on investments in certain energy saving equipment, against the taxable profits of the period of investment. • Capital allowances enable businesses to write off the capital cost of purchasing new plant or machinery (e.g. boilers, motors), against their taxable profits.
