  2. Recommendation for Chair and Vice-chair • QSEMWG recommends Gary Miller of BTU as Chair • QSEMWG recommends Ron Wheeler of Dynegy as Vice-chair

PRR 541 Recommendation • PRR 541 proposes to remove the 125% limit on regulation deployment in order to enhance frequency control. • Even with the current 125% limit, ERCOT Compliance doesn’t take this into account for SCE compliance. • PRR 541 will tend to exacerbate this issue, and QSEMWG recommends against passage.

  5. RRS Performance Monitoring Criteria • Suppose RRS is deployed @ 6:00 • RRS is fully recalled @ 6:15 • QSE performance is measured @ 6:10 • RRS deployed at 6:10 is used • QSE SCE must indicate at least 95% of RRS was deployed by not more 150%

RRS Performance Monitoring Criteria • QSE A deployed 20 MW of RRS • SCE Lower Limit = (0.95 – 1) * 20 = -1 • SCE Upper Limit = (1 – 0.5) * 20 = 10 • To pass the criteria for this deployment: • QSE SCE @ 6:10 must be between -1 and 10 MW • QSE B deployed 50 MW of RRS • SCE Lower Limit = (0.95 – 1) * 50 = -2.5 • SCE Upper Limit = (1 – 0.5) * 50 = 25 • To pass the criteria for this deployment: • QSE SCE @ 6:10 must be between -2.5 and 25 MW

  7. RRS & NSRS Performance Monitoring Criteria • Working with PDCWG to draft a PRR to revise these criteria • Discussion is still ongoing

  8. DC Tie Automation Project • Automate Comparison of eTags to QSE DC Tie Schedules • Automate Operator offsets for DC Tie eTag/Schedule mismatches • Monitor/compare eTag Net Scheduled Interchange to DC Tie SCADA on EMS Display • Automate Inadvertent Energy Accounting

  11. Claw-back provision in RMR contracts • WMS directed QSEMWG to investigate the significance of RMR capacity not offered in BES. • ERCOT will provide data on RMR units during bid stack depletion at the next QSEMWG meeting.
