Added value of HIB • Knowledge of the content state of the art (international, regional) • Knowledge about resources for capacity building and funding (government, awareness, education programs, etc) • Advocacy: how to involve civil society, citizens, etc..... And increase their knowledge • Generalists NOT experts or specialists (in road design, school curricula, etc) • Starting up projects: good projectmanagers
