Code of Virginia • §33.1-221.1:1(E) In deciding whether to construct any such access track, the Commonwealth Transportation Board shall consider the cost thereof in relation to prospective volume of rail traffic, capital investment, potential employment, and other economic and public benefits. The Commonwealth Transportation Board shall adopt procedures to encourage widespread use of the funds, shall limit allocation of funds so that no county, city or town receives more than 50 percent of the funds in any one fiscal year unless there are not sufficient applications prior to May 1 of each year to use the available funds, and shal consider the practices of the Department of Transportation in distributing funds for access roads to economic development sites under §33.1-221.

Project Summary • Application for $1,050,000 • Construction of 29,000 feet of track • Installation of a loop track with new access to CSXT • Improve existing connection with Winchester Western Railroad • Application details: • 10,500 additional railcars annually • $81.4 Million total estimated project investment • $8.1 Million estimated cost of rail construction • 26 new jobs associated with this expansion • Application scores 69 of 100 points. • Scores greater than 50 are referred to the CTB for consideration.

Applicant Profile • Largest lime and chemical limestone company in North America • Expansion will allow unit train traffic so the applicant can provide aggregate and lime to customers in other states. • Historically aggregate was delivered in relatively close distances from the quarry by truck and single railcar traffic. • Increased rail capacity will reduce the number of trucks serving the plant for long hauled stone. • The project would establish a second railroad connection, providing dual access to the facility via Winchester & Western Railroad or CSX Transportation.

  7. Requested Project Funding A grantee match is required for amounts above $300,000 Total capital investments in the facility expansion are estimated at $81.4 Million. Total rail infrastructure costs are estimated at 8.1 Million.
