About the MDGs • Millennium Development Goals (MDGs) Report was produced first time in Mongolia in 2004. • The Parliament discussed the MDGs Report in 2005 and endorsed MDGs specific to Mongolia.
MDGs specific to Mongolia • Mongolia specific MDGs have 9 goals and 22 targets. • A MDG specific to Mongolia: The goal #9 on human rights strengthening and fostering democratic governance was added.
National Development Strategy • Currently there is no consistent and well elaborated long term development strategy and policy in Mongolia. • A Working Group to develop a comprehensive strategy on national development has been established by the President’s initiative.
The linkage between attaining the goals and financing resources • Many long term issues have been considered by MDGs. • To define mid-term priority targets within constraints of available financing resources and incorporate in the Medium Term Fiscal Framework (MTFF)
Some of the mid term priorities defined in compliance with MDGs In particular, • Creation of conditions to facilitate and support sustainable economic development, • Conversion of the general (primary and secondary) education programs into the 11-year education system from 2006, • Reduction of a school drop rate and continued implementation of a goal on providing primary education to all children, • Creation of ecologically safe and healthy living conditions for citizens; reduction of air pollutions in cities.
The Government of Mongolia has been implementing Mongolia specific MDGs incorporating in the Socio –Economic Guidelines for 2006-2008. In order to achieve medium term development goals, their linkages to MTFF and coordination are being considered. Linkages between Medium Term Socio-Economic Development Priorities and MTFF
Socio-Economic Development Guidelines and Annual Budget • The current year goals within the Socio-Economic Guidelines for 2006-2008 have been approved by Parliament and are being implemented. • The total expenditures and financing resources necessary to attain the goals are defined and specified in annual budgets. /This issue will be discussed in details in Presentation 3/

Important issues to be considered to ensure linkages between MDGs, Guidelines and Budget. • With regard to implementation of MDGs approved by Parliament, the Government of Mongolia shall make decision to entitle each goal and indicators to the ministries to be responsible for it; • To learn methodology and methods to estimate MDGs costing, strengthen national capacity on MDGs costing and to ensure that goals not backed by budget should not be reflected in the Guidelines.
