  7. Outcomes: ECS • Illicit Drug Trafficking. • Injecting Drug use. • Uncontroled HIV transmission. • Increase in People Living with HIV/AIDS. • Increase in number of youth recruited into drugs and arms culture.

  8. Lessons learnt: ECS • Vulnerable to HIV/AIDS due to injecting drug use. • Conflict acts as determinant factor in the cycle of drug trade, drug use and transmission of HIV. • Economic deprivation contributes to recruitment of consistent peddlers. • Nexus of drug trade is ever elusive.

  9. Lessons Learnt: ECS • The need for international/multi lateral collaborations to curtail the concern pragmatically. This entails joint initiatives so as to comprehensively address the issue. • Advocacy is loosely defined, need for making it politically savvy; as of now it has no sex appeal. Eg; Evidence of forced poppy plantation by the army junta. Recently jathroba (Bio-diesel) has been forcefully introduced without any impact study or training to farmers. • Advocacy works, the insurgents and the Church were the first constituents to respond to the crisis.

Lessons learnt: ECS • Deprivation of education, health and services is increasing vulnerability on both sides. • The need for life coping skills for the youth and skills on self care. • The crucial component of the community involvement in treating stigma has to be established. • HIV Testing and life skill education can widen the circle of concern thus countering stigma. • One-sided intervention is no intervention.
