  2. Organizational Restructuring • NH / VT into Maine – Northern New England District • Massachusetts District split (East into Boston and West into CT Valley Districts) • Central NJ District split into Northern NJ (NEA) and Southern NJ (EA) • NY Metro Area merged into Northeast Area

  3. Organizational Restructuring • Area Administrative Reductions • District Admin Reductions • Plant Admin Reductions • Plant MDO, SDO, and IPS Reductions Total impact of organizational restructuring plus 1000 positions and 953 EAS in total NEA or 14.2% of EAS approximately 20% of positions

Potential: 3 Additional AMP Sites • Station / Branch Consolidations Pending review & investigation NYMA 24 NEA 16

  7. Validate Mailer Provided Profiles • Entry day, time, & depth of sort at each P&DC for 11 weekly pubs chosen by Red Tag & NE Area • Plants monitored receipt & make-up over 4 weeks and reported discrepancies to Area • Area BSN works with mailers to correct

Improve Focus – Establish Consistency • Create and maintain visual identifier for periodical mail from entry through to delivery • Maintain supply at entry docks and on sweep sides of FSM, SPBS, APPS • Establish dedicated staging area in each P&DC • Signage at staging area indicating the arrival & delivery days for all weekly periodicals • Prior to completion of each day’s distribution on FSM, SPBS, APPS, conduct sweep of all entry docks and staging areas to ensure all weekly periodicals meeting CET received distribution

Monitor Performance • Each P&DC select a Manager as Champion • Designate craft employee in each P&DC to conduct daily quality checks of all periodical mail received • Quality check to include entering irregularities into eMIR. BSN follow-up with mailer on all eMIR issues • BSN provide monthly performance summary by 5-digit zip for all Red Tag periodicals. • NEA In-Plant Mgr. review periodical performance monthly on performance telecom with Districts

  10. Next Steps • Conduct a Meeting Place review of the process with Plant Mgrs, In-Plant Support Managers, & Oper. Support Managers • Explore use of Area options in CSDRS program to track delivery of selected Red Tag pubs by 5-digit • Implement improvement processes in NY Metro as part of the operational consolidation with NE Area

NDC Overview / Update Plan for Change – NDC Responsibilities • Tier 1 NDC (Springfield) • Distribution of local and destination Standard Mail, Periodicals, and Package Services • STC containerization and dispatch operations – outgoing and incoming • Tier 2 NDC (New Jersey) • Tier 1 responsibilities • Distribution of outgoing Standard Mail, Periodicals, and Package Services to the network • Tier 3 NDC – Gateways (Pittsburgh) • Tier 1 and Tier 2 responsibilities • Consolidation points for less than truck load volumes from Tier 2 sites

NDC Overview / Update NDC Activation • NDC Phase 1 activated in NJ NDC, Springfield NDC and Philly NDC • Phase 1 activation started 5/18/09 and was originally planned for 12 weeks - due to success in first 5 weeks activation was accelerated to be completed in 9 weeks - fully activated 7/13/09 • NDC future activation which was planned for 18 months was accelerated due to success of Phase 1 - Phase 2, 3 & 4 will be activated by November 20, 2009 • Phase 2 - Los Angles NDC, San Francisco NDC, Denver NDC and Seattle NDC, Des Moines NDC, Kansas City NDC - Phase 2 activation starts 8/10 and full up 9/11

NDC Overview / Update NDC Activation Cont. • Phase 3 - Atlanta NDC, Memphis NDC, Detroit NDC, Minneapolis NDC, Pittsburg NDC - Phase 3 activation starts 9/14 and full up 10/9 • Phase 4 - Washington NDC, Jacksonville NDC, St. Louis NDC, Cincinnati NDC, Greensboro NDC, Dallas NDC and Chicago NDC - Phase 4 activation starts 10/19 and full up 11/20 • 2010 NDC changes will include consolidation of STCs into NDCs where possible

NDC Overview / Update Work hours from baseline at Phase 1 startup • NJ NDC = + 5.6% - +5000 weekly from baseline (includes moving NYMA parcels from NY and NJ L&DC back to NJ NDC) • Philly NDC = - 12.2% - - 4000 weekly from baseline • Springfield NDC = - 18.8% - 7000 weekly from baseline Package Service from baseline Phase 1 start up • NJ NDC = + 19.5% - current service 89.1% • Philly NDC = + 7.7% - current service 88.8% • Springfield NDC = + 17.9% - current service 89.3%

NDC Overview / Update Transportation changes / savings • NJ NDC added surface transportation to reduce rails vans to improve transit time and service performance • 55 new network trips added to NJ NDC • All networks trips eliminated from Philly and Springfield - 17 Philly and 19 Springfield = 36 total network trips reduced

NDC Overview / Update Transportation changes / savings Cont. • Net trips added to NJ NDC = 19 new trips • Phase 1 transportation savings = identified = $39.8 / captured through 8/31/09 = $34.9 million • Transportation reductions indentified in NYMA - local reductions = $3.3 million / $3.3 million captured • Transportation reductions , including network trips in NEA = $16.6 million / $14.2 million captured • Transportation reductions , including network trips EA = $19.9 million / $17.4 million captured • Phase 2 projected reductions $26.1 million - local and network trips
