Julie Wood, Director of Community Health Services Forum, outlines how Clinical Commissioning Groups (CCGs) are embracing Outcomes-Based Commissioning (OBC) to transform care delivery. With a shared ambition to meet local health needs, CCGs are eager to utilize OBC effectively while recognizing it as just one tool among many. The approach offers significant potential when applied wisely, backed by a commitment to understanding the conditions needed for success. Clear strategies, risk management, and community engagement are vital for making a meaningful impact on population health outcomes.

How CCGs are viewing outcomes based commissioning Julie Wood Director Community Health Services Forum 20 February 2014
Outcomes Based Commissioning Enthusiastic & passionate about wanting to commissioning differently to deliver the transformation of care for their populations to meet local needs Ambitious & eager to use OBC as an approach in the right circumstance See OBC as part of their toolbox for commissioning but need to be clear about when & how to use it to best effect! Recognise that it is not the ‘only game in town’ but offers great potential when used intelligently & well – it’s a ‘means’ & not an end !
Outcomes Based Commissioning Environment it is being developed in Scope of services to apply it to Culture & leadership A solution to a real local need Whole health community ‘buy in’ & commitment & clarity about managing risk Clear & understood impact analysis Linked to a clear set of key strategies – service (5 yr/2yr), commercial & procurement See the need to understand more from the evidence & insight from current experience as to the ‘conditions’ that optimise the chances of doing it well, and having the desired impact on population outcomes
