  5. COMMUNICATING IN CLASS

  6. Training Objectives • Legal basis • Definition of terms • Authorization • Voucher

  7. Legal Basis According to the JFTR/JTR, travelers: • May combine official travel with leave or personal travel • Must not use contract fares for personal travel • Must not use GTCC for leisure travel • Must arrange official travel through CTO • Are reimbursed for official travel only between duty stations • Will not receive excess M&IE

  8. Official vs. Unofficial Days • Official days = days performing duty while TDY and allowable travel days • Unofficial days = All other days away from permanent duty station (PDS) • Annual leave • Non-duty day (for civilians only) • Duty day (for military members only) Vs.

  9. Allowable Travel Days Determined by transportation mode: Commercial air • One day in CONUS or within one OCONUS area POC, rental or government vehicle • One day for: • Each 400 miles if advantageous to government • Each leg of travel if convenient for traveler All others • Scheduled departure/arrival times

  10. PLOT vs. LICWO Personal leave with official travel (PLOT) • Involves unofficial days in conjunction with TDY • Extra travel arrangements not necessarily required • Leave taken at TDY locationExample: TDY and annual leave in Boston Leisure in conjunction with official travel (LICWO) • A type of PLOT • Extra travel arrangements are required • Leave taken at different location than TDYExample: TDY in Dallas, annual leave in Chicago

  11. PLOT: Itinerary Dates Include all dates away from PDS Example: • TDY to Boston 01-15 March • Leave in Boston 16-30 March Dates entered as: • Overall trip start date (leaving PDS): 01 March • TDY arrival date (arriving Boston): 01 March • TDY departure date (leaving Boston): 30 March • Overall trip end date (arriving PDS): 30 March

  12. PLOT: Create Itinerary (Top - Page 1)

  13. PLOT: Create Itinerary (Bottom -Page 2)

  14. PLOT: Official Flight Reservations Government pays for round trip flight to TDY location and back to PDS • No need to modify default search criteria

  15. PLOT: Rental Car & Lodging Reservations • DODFMR: OK to use GTCC for PLOT rental car & lodging • Service / agency rules may differ • Reimbursement only authorized for days in official status • Normal reservation rules apply • Rental Car: Use DTS to reserve only on official days • Can’t obligate funds for unofficial travel • Hotel: No special rules for using DTS • DTS correctly calculates reimbursement when leave dates are identified

  16. PLOT: Modified Rental Car Search

  17. PLOT: Lodging Search

  18. QUESTIONS?

  19. LICWO: Itinerary Dates Include all dates away from PDS Example: • Leave in Dallas 01-15 March • TDY to Chicago 16-30 March Dates entered as if this were a 2-location TDY trip: • Overall trip start date (leaving PDS): 01 March • TDY #1 arrival date (arriving Dallas): 01 March • TDY #1 departure date (leaving Dallas): 16 March • TDY #2 arrival date (arriving Chicago): 16 March • TDY #2 departure date (leaving Chicago): 30 March • Overall trip end date (arriving PDS): 30 March

  20. LICWO: Create Itinerary (Top - Page 1)

  21. LICWO: Create Itinerary (Bottom - Page 1)

  22. LICWO: Create Itinerary (Refresh Page 1)

  23. LICWO: Create Itinerary (Page 2)

  24. LICWO: Official Flight Reservations LICWO is VERY complicated Follow local procedures • CTO contract might not allow CTO to help with LICWO • If CTO can help with LICWO: • Most flight reservations can’t be done in DTS • CTO will return cost of official travel for reimbursement • May have to enter official travel cost on Other Trans. tab

  25. LICWO: Other Transportation

  26. LICWO: Rental Car & Lodging • Rental Car: DoDFMR does not allow charges to GTCC if TDY and leave locations differ • Lodging will be calculated correctly after leave dates are entered • Reimbursement only authorized for days in official status

  27. PLOT & LICWO: Initial Per Diem

  28. PLOT & LICWO: Identify Unofficial Days

  29. PLOT & LICWO: Modified Per Diem

  30. PLOT & LICWO: Finalize Authorization • Traveler makes comments to AO • CTO finishes reservations • CTO notifies traveler At this point: • DTS only displays official travel • Traveler pays CTO for LICWO tickets/costs • If TDY cancelled, and LICWO flight non-refundable; traveler is not reimbursed.

  31. PLOT & LICWO: Voucher Processing Authorization indicated planned PLOT • Update voucher as necessary • Ensure days beyond TDY and authorizedtravel days are in non per diem status

  32. PLOT & LICWO: Voucher Processing Transportation Costs • Only official cost indicated in voucher • Ensures correct reimbursement (or CBA reconciliation) • Electronically attach CTO-provided itinerary / receipt • If POC was used, only mileage for official travel is reimbursed

  33. Summary • PLOT has a legal basis - JFTR/JTR • Official vs. Unofficial days • PLOT vs. LICWO • Rental car vs. lodging reservations • LICWO in DTS is complex • Some CTOs can not assist with LICWO

  34. CLASS CLOSING LOBBY • Lobby set-up: • Instructor audio turned off • Questions answered for 15 minutes • Lobby stays open 60 minutes • Please help us evaluate: • Complete evaluation • Provide feedback • Use the lobby resources: • Download class slides • Use links to DTMO website & TRAX
