Need for a National Government Articles of Confederation ~ after war each state was independent ~a need to “unify” the country- come together ~control trade and solve conflicts ~united front when dealing with the rest of the world ~Adopted by congress in 1777 ~final approval by all states in 1781

  3. Lesson 11 Articles of Confederation Date WOW (after RAP) What problems did the Founders face in writing the Articles of Confederation? First Problem Second Problem ~fear of too strong a national government ~British government deprived people of their rights ~should be close to the people ~fear that some states may have more power than others ~national government would threaten individual states’ interests ~decisions in Congress would be made by majority vote which may lead to abuse of power for own good over minority states

Founders agreed that… ~states needed to create a central government without to much power ~solution was to create a “weak” government ~limited the power of Congress ~powers of government remained with the states ~every action taken by Congress must have consent, approval, and cooperation of the states.

Important achievements accomplished under the AOC ~waged war for independence against Britain ~negotiated “Treaty of Paris”, a peace treaty to end the American Revolution ~provided that each state recognize the laws of the other states, such as: *marriages *free travel across state lines *criminals that crossed state borders could be sent back

CONTINUED>>>> Important achievements accomplished under the AOC ~passed “Northwest Ordinance” in 1787 *rights to north western lands to organize own governments and then ask for statehood with same rights as original 13 ~provided for public education ~forbade slavery ~guaranteed freedom of worship, trial by jury, and due process of law

Lesson 11 Articles of Confederation Date WOW (after RAP) What problems did the country experience under the Article of Confederation? ~had no money and no power to raise money *could only ask states to pay and support the cost of national government *some states refused to pay ~had no power over state governments or their citizens *citizens ignored laws passed by Congress ~could not make states live up to trade agreements with other nations *citizens imported goods from other countries then refused to pay for them *Americans lost money because foreign countries became unwilling to trade Problems with Congress under the Articles of Confederation

  11. Lesson 11 Articles of Confederation Date WOW (after RAP) Why was Shays’ Rebellion important? 1786 - America was in trouble ~financial trouble ~Businesses were failing ~Trade was suffering ~People were in debt ~Soldiers had not been paid ~Congress could not control the citizens

Shays’ Rebellion ~Massachusetts farmers in serious economic problem ~Low prices ~Could not pay debts and lost farms ~Many went to prison ~State taxes were too high ~States were not protecting their interests ~Daniel shays protested the courts and closed them down ~This action spread to other towns and states

Shays’ Rebellion ~January 1787 – Shays led 2,000 rebels to Springfield, Mass. to raid the federal arsenal for weapons ~Frightened property owners thought that it would spread ~national government was unable to stop the rebellion ~how could the country exist if the national government could not maintain law and order?

Shays’ Rebellion ~Virginia invited all states to attend a convention held in Annapolis to discuss all the problems ~only 5 states sent representatives ~they could not do much ~they did agree that trade regulation should be discussed separately from other political issues ~Congress asked for all states to send delegates to Philadelphia to discuss changes in the Articles of Confederation. ~This would become known as “The Philadelphia Convention” and will change our government!
