CLG Consultation “The development of an alternative approach to evidencing the value of housing related support services that authorities and providers can use and own.  ……this could take the form of a common framework which authorities and providers could use to collate essential data necessary to enable people to make informed comparisons about their local services and provides local councils with the ability to benchmark their services“?

  4. Added Value Analysis • Too much information • Too little information • Counterfactuals • Which side do you come down on? • Who decides? • Impossibility of returning to ‘year zero’ • Who benefits from supported housing?

  5. Benchmarking • Never a good fit – or is it? • Volume and quality of data – critical mass • Provider reluctance • Comparing internal & external services • Other funding streams – Total Place

  6. Early CLG Thinking on the Common Framework • CLG hopes that the consultation document will be issued shortly • The Common Framework becomes a list of 'essential' data items that authorities/providers may want to collect

Early CLG Thinking on the Common Framework • A variation on the current 'SP client outcomes' so that there is a degree of consistency about what authorities collate in the future • By 'essential' CLG means what might be essential to authorities/providers to assist them with commissioning, any potential benchmarking etc.

Early Reactions • Why should LAs want to evidence value? • Why would providers want to carry on providing outcomes data? • Do LAs have the capacity to collate it? • Who will take notice of the data? • Will this make any difference to the budget pressures? • Do the SPOCC Group want to formulate a joint response?
