Annual Flat Start Case Build Process in ERCOT: Dynamic Model Management Overview

This document outlines the proposed annual process for building Flat Start cases in ERCOT, focusing on dynamic model management and data compilation. Resource Entities (REs) will submit all dynamic models and parameters through the Resource Adequacy Reporting Framework (RARF) to ERCOT. ERCOT will communicate updates to Transmission Service Providers (TSPs) and collaborate with REs to resolve any concerns. Additionally, this process aims to comply with NERC MOD standards (MOD-026-1, MOD-027-1, MOD-025-2). Future changes may be necessary as standards evolve.

Proposed Process • Resource Entities (REs) submit all dynamic models and parameters through RARF to ERCOT. • ERCOT will inform TSPs about the updated model and parameters. • TSP and ERCOT will work with REs to resolve any concerns on the submitted model and parameters. • ERCOT will be a single source to collect and compile all REs’ dynamic models and parameters and provide the data set to DWG for flat start base case creation.
