1. Development and Energy in Africa First National Workshop: Botswana 6 September 2005 Introduction Gordon A. Mackenzie Energy for Development Risø National Laboratory DEA: First National Workshop

2. Outline of presentation • Introduction to the DEA project • Objectives • Energy and the MDGs • Relationship to other initiatives • Project structure and schedule • Work packages • Advisory Committee DEA: First National Workshop

3. Development and Energy in Africa (DEA) • A project of the EC COOPENER Programme • start 1 May 2005, duration 30 months • implemented by Risø National laboratory, Denmark (coordinator) • Energy Centre of the Netherlands (ECN) • 6 African Centres Overall aims: • to identify and examine the developmental impacts of energy innovations • to use the information obtained to improve on-going and future energy interventions DEA: First National Workshop

4. Centres in 6 African countries: MFC, Mali TaTEDO, Tanzania ENDA, Senegal CEEEZ, Zambia KITE, Ghana EECG, Botswana DEA: First National Workshop

5. Immediate Objectives • to establish and apply an Assessment Framework for evaluating development and poverty impacts of energy interventions • to engage in a dialogue with energy policy makers and other stakeholders on the basis of the framework, with a view to incorporating these issues in energy policy. DEA: First National Workshop

6. Why an Assessment Framework? • Energy access is a necessary but insufficient input for development • Energy access helps to achieve MDGs • How much? How? • Can it be measured and documented? • Could it help us design projects that have more development impact? • Could documented evidence of development impact help obtain more funding? • Could it encourage more inter-sectoral cooperation? • How can such information help policy makers and other stakeholders? DEA: First National Workshop

7. Energy and the MDGs Source: DFID 2002 Energy for the Poor. Underpinning the MDGs DEA: First National Workshop

8. Assessment Framework data, elements of success, indicators How does information feed into policy formation, decision making and implementation? energy project #1 information energy project #2 Development impact of energy projects Policy + Project Design + Feasibility studies + Funding Development Impacts DEA: First National Workshop

9. Information on project impacts and the policy process • How does information about project success or failure and impacts get incorporated into policy? • How does experience from real project outcomes (success, failure, impacts) play a role in new project formulation and implementation? • What kind of information could be useful to policy makers? • How can this information come to the attention of policy makers/stakeholders? DEA: First National Workshop

10. GVEP GNESD EUEI DEA AREED REEEP DEA and other energy-development initiatives DEA can contribute, directly or indirectly, to all the initiatives GVEP DEA: First National Workshop

11. DEA – Development and Energy in Africa • Develop an Assessment Framework for measuring impact of projects on MDGs or SD • DEA aims at a “tool” or “systematic approach” to measure impact of energy projects • Potentially useful for all initiatives, and national policy making – assess existing interventions and design better ones in future DEA: First National Workshop
