  7. Intra-Hour Scheduling Pilot – Phase I (cont’d) Phase I of the pilot was implemented on December 1, 2009. The purpose of this pilot was to evaluate and verify wind generators’ ability to implement and submit mid-hour schedule changes in response to over generation. During Phase I, BPA assessed the value of the pilot through an evaluation criteria of events and customer contacts to determine interest and value (both through e-mails and phone calls). Phase I has been extended for an undetermined length. 8/16/2014 7 7

Intra-Hour SchedulingCustomer Feedback Survey respondents identified several benefits of using intra-hour scheduling: mitigation or reduction of DSO 216 limit events minimizing generation imbalance minimizing forecasting error Respondents also identified several obstacles to initial participation in intra-hour scheduling: balancing authority restrictions to export only and POR within BPAT BA the need to complete modifications to other BA transmission tariffs availability of appropriate transmission rights type of e-Tags that can be used short scheduling window 8/16/2014 12 12

Intra-Hour SchedulingCustomer Feedback Respondents identified some areas that BPA should consider for future phases: the ability to buy back generation (we interpret this to mean to decrease schedules) include all types of participation such as e-Tags within the BPA Balancing Authority, non-wind exports, imports and wheel through e-Tags allow the use of existing firm rights more time flexibility.   17. PacifiCorp’s Intra-hour Business Practice • Started on December 1, 2009 • 10 minute ramp • Tag submittal timeframe • Not restricted to wind

  18. Outline of BP • Tag is not restricted to wind generation, can be for anything • It must be a new schedule, no extensions or adjustments to existing tags • Tags submitted between xx:05 and xx:20 for that operating hour

  19. Outline of BP (cont.) • OASIS reservations are all new Hourly Non-firm Point-to-Point (no redirects) and must be purchased before tag is submitted • Ramp duration xx:25 – xx:35 • PSE’s are only allowed one tag per hour (including mistake tags)

  24. Future Actions • PGE intends to continue allowing intra-hour transactions as a normal practice • PGE will continue to support the Joint Initiative and WECC to promote and enhance region wide acceptance of intra-hour transactions

Intra-Hour Transactions at PGE • February 1, 2010 - PGE modified its OATT to enable intra-hour scheduling in Section 13.8 and 14.6 • February 15, 2010 PGE began excepting intra-hour transactions • Two Business Practices Posted on OASIS • Intra-hour Transmission Reservations • Intra-hour Requests for Interchange • Practices align with BPAT and PACW • As of April 20th PGE has transacted 36 intra-hour schedules worth about 1500 MWhs

PGE OATT Change • Intra-hour scheduling changes will also be permitted if authorized by the Transmission Provider in a business practice and such intra-hour scheduling changes are made in accordance with the timeline contained in such business practice provided that all parties to the interchange transaction agree to the modification.

Intra-hour Transmission Reservations Business Practice • Use Hourly Non-Firm if new TSR needed • Obtain within the first 15 minutes of the intended hour or anytime before • Charged for the entire hour • Use any existing non-firm, firm, PTP or Network reservation • Redirects are also acceptable • An Intra-hour Transaction will not bump any other transaction regardless of its reservation type • New TSR is dependent on sufficient ATC

Intra-hour Requests for Interchange Business Practice • Must be submitted as new e-Tag for each hourly use • Must be submitted between XX:00 and XX:15 • Start Time must be XX:30 • Stop Time must be XX:00 of next hour • Straddle Ramp duration will be 10 minutes • Limited to one transaction per customer per hour • Will not be allowed to bump any implemented transaction • Curtailments in the intra-hour time frame will be consistently applied and under the terms of the PGE OATT • Transaction may be import, export or wheel as appropriate on any PGE posted path • Transactions are processed on a best efforts, as available, first come first served basis
