  3. History of development of national Automated Accounting System for keeping record of Observation Units (AASOU) • 1987 – publication of the normative Guidance document 52.04.107-1986. Manual of hydrometeorological stations and posts. Search of OU, OP and stations • Fast search by key words for one or several attributes • Advanced Search: • Objects (OU, or OP, or stations) • Location (Federal district, Subject of Russian Federation, Antarctica, AZRF, rivers basins) • Network type (M, MRL, A, H, Marine, Agro, Geophysics, Pollution) • Observation program (8, 4, 2 times in day) • Station type (Hydro river, Lake, Coastal, RVs, VOS, ….) • Station inaccessibility (polar stations, taiga, mountains) • Status of station, OP (opened, closed, conserved, acting) • Period for opened, conserved, closed stations

  10. Cost ofthe main networks and programs observations for Roshydromet In general, for Roshydromet: The number of OU - 2591, OP - 13857, the total cost - 5.698 billion rubles, the average cost of one measurement for one parameter is 73.57 rubles.

Rules for check of the attributes values • The AASOU have 31 rules. • Description of the error: There is no hydrological code, but the presence of a hydrologicalnetwork and the code of the water object. What to do: Check and edit the hydrological code. 2.Error description: Missing a station opening date. What to do: Find the opening date of the station and edit DB. • 3. Description of the error: The total cost of the OP must be greater than or equal to the sum of the costs of the salary + cost of transport + cost of communication. What to do: Check and edit DB.

Interaction with other systems National system the spatial and territorial planning in Russian Federation: • The geographical service (WMS) - layer «Location of OP» • Web-service – information on observation points in JSON formats • National system ESIMO (http://esimo.ru) : • The geographical service (WMS) - layer «Location of costal stations» • The information resource of part AASOU DB - information on costal stations for use together with operational and climatic data Result of web service in JSON format

Some suggestions for interactions AASOU and OSCAR 1) AASOU Organizations – supportingobservation networks : The classifier of organizations OSCAR for Russia are only a few organizations: Roshydromet, CAO and MGO.Suggestions: Include 30 organizations of Roshydromet in the OSCAR Organization classifier. 2) Station class. We have a list for 50 types of observing stations. Suggestions: RIHMI-WDC to give proposals for the extension of Station class (observation point for pollution, geophysical station, marsh station, etc.). 3) Country / Territory. There is a problem for reflecting the territories of unrecognized republics (Abkhazia, North Ossetia, Pridneprovskaia republic, Donetsk republic). 4) The name of the station. Suggestions: 1. AASOU – to use English names of stations from the OSCAR DB. 2. OSCAR – to use station names (in national languages) as attribute “Station alias”. 5) The method of determining the coordinates: AASOU: put Survey or From map. 6) Location method - to add a new value “GLONASS” in the classifier

AASOU features • The number of observation networks – 30, observations programs - 70 • Staffing and funding • Three levels of the organization of the account system “OU – Stations – OP” • Monitoring of observational networks - 90 indicators • Rules for check of the values of the different attributes - 31 rules • Jobs control for editing the DB • Creation of personal pages for DB editing - each organization have own list of OP • Search by main station identifiers - synoptic index, coordinate number, hydrological code • Search by territory – Federal district, Subject of RF, Antarctica, AZRF, river basins • Reporting on state of observational networks - 12 reports and the financial support - 4 reports • GIS - additional layers: Federal Districts, Subjects of Russian Federation, areas of responsibility of the regional offices for Roshydromet, AZRF, specially protected natural areas, polar projections for Arctic and Antarctica • Can change a basic layers - to select contour map, electronic map - basis with a set of basic layers, Open Street Map • Legend for visualization of various types of stations and OP

Perspective • Attraction of information on observation points of other ministries - Agency of Water resources, Agency for fisheries, Ministry of EMERCOM, Ministry of transport, RAS, Agency of AutoDor, others • Description of stations for other countries • Development AASOU DB in field “Activities stations, regional officers for collection, transfer, processing, forecasting, exchange, using data” • Adding of section “Stations state ” the new tables - information on: • - legal status of observation point (right on land) • - methodical inspections (audit) • - instruments, using on hydrometeorological stations • Interaction with OSCAR: • - translate to English • - mapping AASOU classifiers • - including new attributes to AASOU from OSCAR • - using in AASOU the same identification of stations • - combining the content of two systems (the data in the AASOU and OSCAR are differ, as they are prepared at different times, by various experts, received from various sources)
