  3. LS1 - Car fleet increase • Based on extension of current contracts ; • Rental fees remain unchanged; • Maximum estimated number of additional cars is as follows: • 97 Cat B • 34 Cat A Already 95 vehiclesrequested Via Service Now. Most of them to beavailable as of January 2013. 3

  4. Car Sharing review • 1031 RFID cardsdistributed; • Average time of use between 30mn and 3 hours; • Max. number of bookingswith the presentfleet = 2000 bookings / month Current stations and dedicatednumber of cars Numberof bookings per month 4

Car Sharing review • EN-HE review the car sharing stations position and number of cars; • EN-ICE implement a dedicated car sharing fleet for a group; • BE-BI 2 Cat A vehicles to betransferred to the car sharing; • BE-RF review the 4 hoursrule; • BE-CO one car sharing station near B966 with 5 vehicles to besharedwith BE-BI - 2 BE-CO Cat A vehicles to betransferredto the car sharing; • TE-VSC Do weneed Cat B vehicles in the car sharing network? • Add a new station at Point 2; • Ready to equip new cars with the car sharing box; • Propose the use of cars from point A to B; • When a car is not availableat one station propose another car at the nearest station. Shuttle Service • During the period January – mid-Nov 2012 • 79 158 passengers transported on regular shuttles; • 17 232 visitors; • 1 524 VIP for a total of 97’914 passengers. • Estimation of the number of persons transported in 2012: 108’500; i.e. an increase of 16% compared to 2011. • Fleet renewal – 3 new buses purchased (31 and 2 x 13 seats) 7

Shuttle Service • Design of new shuttle circuits for SMACC project: • Transportation of 80 persons from the Foyer of Saint-Genis to the LHC points between 6 and 8 am - 15 and 17 pm from the 15th of April until June 2014; • Shuttle between the Foyer of Saint-Genis and SM18 once in the morning and the evening. • Groups concerned that the existing regular circuits are maintained; • Request for Circuit 1 to be operational between 12 and 14 pm; • Request for Circuit 6 to stop at SM18 at lunchtime; • Request for a direct shuttle between Meyrin and Prevessin sites at lunchtime. • Request from CMS to maintain Circuit 3 for CMS shifters Requests to beapproved by ED 8

CERN parking management Short term actions for long-term parking needs Proposals/Ideas • All CERN community members must ask for prior approval if they need to park their car, for a period exceeding 5 days, from the Head of the security service via the service portal; • These cars will be placed in the dedicated long-term parking; • Reinforced control of the security guards on CERN site (One additional dedicated agent); • Clean up: Many cars parked since several weeks and months will be removed and located in the long term parking area; • Continue the destruction of wrecks – around 50 per year; • Campaign of information and a signage campaign in the parking areas; • Blue parking zones in the most occupied areas of CERN; • Create new parking places where possible; • Regular clean up of the parkings areas - Externalcontractor; • Test during a 6 monthperiod; • Developother long-term parking areas and correspondingshuttle service if required; • Limit of 2 stickers maximum per family?; • In case a car is not correctly parked, the car will be removed and placed in a long-term parking area.

CERN parking management Short term actions for bad parking behavioursProposals/Ideas • Reinforced control of the security guards on CERN site (One additional dedicated agent); • Sanction: • For non dangerous parking behavioursEscalation process: • Firstly Stickers put on the car; • Secondly inform the Department Head concerned; • Finally the director General or the Director of Administration and Infrastructure can decide that the offender cannot access the site by car for a defined period • For dangerous parking behaviours: No escalation process, the car is immediately removed.

  15. Bicycle entrances - Prevessin Number of daily entries Number of daily exits Between the 6th of August and the 30th of November a new bicycle entry has been opened on the Prevessinsite. Is closed by the end of November. Will be reopened in Spring. Statisticsbetween August and November 2012. 15

Electrical cars & bikes @ CERN Provide on CERN sites recharging stations for private and future CERN electrical cars both on Meyrin and Prevessin sites: • Contact withpotentialsuppliers • Deal with customs issues • Deal withre-invoicing issue Negotiation and collaboration with the French and Swisscommunes and ESSO to providethis service in public areas via an externalcontractor.   22. ListedProposals for long-term parking needs The outcome of the discussion was a set of proposals , mainly: 1. Number plate recognition system to replace CERN windscreen stickers AND 2, Limit of 2 stickers per familyAND 3. If one car isparked for more than 5 days the otherfamily car accesswillbeblockedAND 4. New constructions must in future compose either an underground or roof parking area AND 5. Creation of CERN multi-mode P+R areas ( car sharing, shuttles, CERN cars ). Selected Areas SM18, green space 4280 ( 3480m2) between Building 609 and 191 AND 6. Creation of new marked parking areas for example on Route DemocriteAND 7.
