  1. DIOXIN MEASUREMENTS IN CANDIDATE COUNTRIES PROJECT DIOXIN MEASUREMENT IN TURKEY BACKGROUND AND CAPABILITIES Sönmez DAĞLI Environmental Engineer,MSc TUBITAK-MRC ENERGY SYSTEMS AND ENVIRONMENTAL RESEARCH INSTITUTE P.O.Box 21 Gebze-Kocaeli TURKEY

  2. PRESENTATION PLAN 1-Who is MRC-ESERI? 2-History of Dioxin in MRC-ESERI 3-Our Capabilities 4-Main Dioxin Sources in Turkey 5-Proposed Measurement Sites in Turkey

  3. Who is MRC-ESERI TUBITAK-The Scientific and Technical Research Council of Turkey The TUBITAK Marmara Research Center (MRC), one of the research and development (R&D) units of TUBITAK, was established in 1972. MRC 700 trained and experienced personnel, about 400 researchers. More Information www.mam.gov.tr/english/index.html

  4. Who is MRC-ESERI • TUBITAK-MRC is constituted of 5 institutes, namely:Information Technologies Research Institute • Energy Systems and Environmental Research Institute • Materials and Chemical Technologies Research Institute • Food Science and Technology Research Institute • Earth and Marine Sciences Research Institute

  5. History of Dioxin in MRC-ESERI January 03: Market searched for Dioxin in Turkey & EU February 03: Dioxin study business plan prepared March 03: EPA, EN Standards translated to Turkish April 03: Institutions for training searched in Europe May 03: PCDD and PCDF sources, formation and toxicity examined

  6. History of Dioxin in MRC-ESERI June 03: materials and equipments ordered for EN-1948/1-2 ; Contact with MoE, metal recovery firms searched in Turkey for this project August 03: Extraction and clean-up systems are performed for EN-1948/1-2, first trials September 03: Calibration of HRMS with standards done October 03: The results are validated for Accreditation, Recoveries %80-120 for TCDD/F, PeCDD/F, HxCDD/F and %100-140 for OCDD/F

  7. History of Dioxin in MRC-ESERI November 03: CRM for accreditation ordered; the first real extraction and clean-up trials from adsorbent (XAD-2) studied December 03: The mistakes of our experimental system searched, clarifying the procedure January 04: Obtained the higher recoveries in the analyse of CRM

  8. Our Capabilities-Mass Spectrometry Lab • MRC-Mass Spectrometry Laboratory • 1 pc GC with FID Dedector (FISONS) • 1 pc GC with MS Dedector (FISONS) • 1 pc Head Space Sampler (Perkin Elmer) • 1 pc Thermal Desorber (Perkin Elmer) • 1 pc HPLC (Shimadzu) • 1 pc HRMS (Micromass) with GC (without autosampler)

  9. Our Capabilities-Mass Spectrometry Lab

  10. Our Capabilities-Mass Spectrometry Lab

  11. Our Capabilities-Mass Spectrometry Lab

  12. Our Capabilities-Mobile Air Quality Lab • Determination of various emission and air quality parameters such as particulate matter, organic gases, heavy metals, traffic and industrial activities. • Mobile air quality laboratory is isolated from heat, dust and water • A UPS to back up all the equipment for electricity cut off for 2 hours • Computer System for on-line monitoring and data acquisition • Air conditioner to stable inside temperature of the cabin in range of +10 °C and +35 °C • MGC 101, calibration unit(gas-mixture calibrator) and calibration tubes

  13. Our Capabilities-Mobile Air Quality Lab • Analyse parameters of Air Quality/Mobil Air Quality Lab • -Stack gases (SOx-EPA6C, NOx-EPA CTM022,CO-EPA CTM30) * • -VOC Sampling • -Heavy Metals • -Halogenated compounds • -Ammonia • -Dust (EPA 17) * • -Dioxin and Furane Sampling • * Accredited by DAP/DAR (Germany)

  14. Our Capabilities-Mobile Air Quality Lab Weather Quality Measurements -Particulate matter -Sulphur Dioxide -Nitrogen Oxide -Volatile Organics -Carbon monoxide and dioxide -Ozone -Passive samplers for air quality measurement (HF, HCl,NOx, VOC, O3) -Air Quality Modelling

  15. Main Dioxin Sources in Turkey * Waste Incineration (1 Industrial,7 medical waste incinerator) * Ferrous and Non-Ferrous Metal Production (3 Iron ore sintering facilities, >100 foundries, >100 sec.aluminium producer) * Power Generation and Heating (5 Power Plants with fossil fuel, 5 Power Plants with Natural gas, 1 municipal compost gas incinerator) * Production of Mineral Products (40 Cement facilities, >10 Lime prod.facilities

  16. Main Dioxin Sources in Turkey * Uncontrolled Combustion Processes (Forest fires 8514 Ha/year 2002, Agricultural residue burning) * Production of Chemicals ( 1 Petrochemistry Facility-156.000 ton/year PVC, 54 pulp and paper facilities-1.762.500 ton paper/year 2003) * Disposal/Landfill (The most important problem in Turkey, >%80 of daily municipal wastes are handling with wild landfill)

  17. Secondary Aluminium Producers

  18. Lead-Zinc-Copper Recovery Facilities

  19. Proposed Measurement Sites in Turkey,Ankara

  20. Results -MRC will great appreciate getting a role in this project -MRC will gain strategic assistance in the scope of this project -Dioxin subject will gain a particular attention by industry and governmental institutions
