Annual report Belgium 2013 1) Evolution of the market situation in BELGIUM - Collection of packaging glass Evolution last 4 years The recycling % is higher than 100% because : - Not every packaging responsible is member of Fost Plus. - Glass packaging that is not strictly classified as household glass packaging waste is also collected together with the normal house hold glass packaging waste. - A parallel import of about 30 kT is included.

Annual report Belgium 2013 1) Evolution of the market situation in BELGIUM - Furnace Ready Cullet 2013 vs. 2012 - Demand • no change in the high demand of Flint, green and Mixed Green Stocks stay nearly empty. • Stark reduction in Amber demand - Quality issues • Requested iincrease in quality has resulted in investments in nearly all plants • - Pb (under control) • - HR (no longer an issue) • - CSP (fines start to become an issue)

Source OVAM. • The Flemish region has a very efficient system for flat glass collection through the • environmental parks. • Brussels and Wallonia started with several initiatives to improve flat glass collection.
Annual report Belgium 2013 General evolution of the market situation in BELGIUM ● High 5 has started up its new plant for packaging glass recycling in October. ● The float glass market is suffering badly from the crisis in the building industry. ● The relation between the recycling companies and the glass producers is less stressful (possibly due to the shortage of cullet).
Annual report Belgium 2013 General evolution of the market situation in BELGIUM ● Since our local glass producers are using much less than the local cullet availability, we still export most of our processed cullet. ● The strong reduction in float glass production has created an opportunity for the packaging glass producers to use more float glass in order to reduce the heavy metal content in their products.

Annual report Belgium 2013 2) General relation with the Belgian authorities (initiatives promoting our recycling activities) ● Our relation with the authorities is good, but little supportive. At the different round tables, the weight of our sector is not as heavy as that from automotive, scrap or construction (building). ● Hard to realize that glass from ELV’s is removed before the car goes into the shredder. ● The construction (building) industry is not willing to separate the glass from the demolition waste ● The economical aspects seem to get preference before the ecological aspects. Without support from the authorities creating legislation that encourages ecological friendly solutions, we will not increase the recycling volumes of glass from ELV’s and construction.
