EFA FTI in Yemen • PRSP was approved by WB Board in June, 2002. • Basic Education National Strategy was completed in October, 2002. • Based on the two documents, the MOE drafted FTI Proposal with support from the WB. • The Yemeni FTI Proposal was endorsed by donor community in Paris, 2003. • Yemen received FTI Catalytic Fund from International Donor Community in 2004.

EFA FTI: some value-added…Policy and Economic Efficiency • Level of government ownership has increased; • Promoted harmonization of donor support (MOU); • FTI indicative framework stimulated policy reforms; • Increased focus on completion and quality; • Girls education was more emphasized; • Increased emphasis on monitoring and evaluation; and • Capacity building of the government was more focused.
