  1. VALUE OF FUTURE GOES TO NAVY OPERATIONS CAPT Mike Pind Asst. Chief-of-Staff for Plans and Programs HQ, NAVAL METEOROLOGY AND OCEANOGRAPHY COMMAND STENNIS SPACE CENTER, MS

  2. NAVY METOC SATELLITE PLAYERS • Requirements/Sponsors • CNO N096: Oceanographer of the Navy • CNO N6: Sponsors some Navy METOC Space efforts • R&D • Office of Naval Research (ONR) • Sponsors Basic Research, Exploratory Development • Naval Research Laboratory • Monterey, Stennis and DC • Naval Postgraduate School • Acquistion • Space and Warfare Systems Command: Procures the satellite gear for afloat and ashore. Manages mature R&D. • Operations • COMNAVMETOCCOM: Owns operational METOC program - parent Co. of FNMOC, NAVO, Regional Centers, Facilities and Detachments. • Users: Navy Afloat and Ashore METOC personnel, Models • Customer: DOD Warfighters

  3. Current GEO Usage • Forecasting Imagery of Choice • Feature-tracked winds • Substantial + wind analysis and forecast model impact • Height Assignment is biggest challenge • Sea Surface Temperature/MCSST • Operational Evaluation Phase • “Fusion” product base

  4. Feature Tracked Winds Water Vapor - Blue IR - Yellow 200 - 400 mb Vectors thinned for plotting purposes

  5. Multi-Sensor Fusion False color IR IR-BD Curve SSM/I Convection Product 85 GHz Product Exposed low level circulation

  6. Future Needs/Uses • Improved Imaging Features • Utilize improved time resolution • Normal Looping • Rapid Scan Capability: Accommodate occasional Navy requests, process to arbitrate • Utilize Improved Spatial Resolution

  7. Future Needs/Uses • Improved Soundings (ABS) • Need 1 km vertical resolution in lower levels • ~1K Temperature Accuracy • Larger Coverage/Domain • Improved Height Assignment for Feature Tracking • Result: Improved NWP

  8. 17 SEP 0600Z Safety of the Fleet and Navy Shore Establishment Norfolk, VA 37 Ships 100 Aircraft Charleston, SC 3 Ships 16 SEP 1200Z Wilmington, NC 2 Ships Kings Bay, GA 6 Submarines Mayport, FL 15 Ships 105 Aircraft 15 SEP 1200Z Port Canaveral, FL 3 Ships 14 SEP 1200Z 13 SEP 1200Z 12 SEP 1200Z Hurricane Floyd Ship and Aircraft Sorties

  9. Future Needs/Uses, Cont. • SST Split-Window, <.5K NEDT • Utilize feature tracking techniques for ocean phenomena • Utilize increased frequency of obs - catch the one cloud-free scene or create better composited product. • Channel Compatibility with other advanced Geo (e.g. MSG) will help emerging multi-sensor fusion products

  10. Future Needs/Uses: Phenomenology • Ocean Color • Need better spectral definition in Vis • Interested in Extended Special Events Imager (SEI) • Cloud Assimilation/Characterization • Cloud Top Height/Mapping/Classification • Aerosols/Dust (Red, NIR, MWIR) • Low Cloud/Fog/Snow

  11. Downlink Needs • Keep an affordable Mid-rate digital stream • Continued L Band helps our afloat real estate problem. • Seek commonality with NPOESS L-Band LRD efforts. • Some tradeoffs in data quantity expected. • Shore Sites L and/or X and/or terrestrial link. • LRIT • Real potential for Afloat/USMC Tactical Operations • Upcoming capability in current GOES will be first direct digital geo downlink at sea. • Extended PAC coverage ala PeaceSat (GOES-7) very desirable. • Opportunity to input DoD model data to stream?

  12. Summary • GOES already a strong contributor to our operations. • Future GOES holds significant potential for improving Navy/USMC Meteorology/Oceanography support. • Appreciate opportunities to participate and influence. • GOES-R Initial Conference Sept. 2000 • Downlink Requirements Process • OFCM-led Downlink requirements study
