  2. Agenda NEPA Update Deconstruction Plans Hydraulic Modeling Next Steps

  3. NEPA Update EA Issues from Scoping Mtg • Upstream habitat (wetlands, fish, frogs, riparian areas) • Well levels • Downstream domestic water intakes • Sediment quality • Recreation • Economic impacts (fishing and river guides) • Alternatives – dam rehab and power generation

  4. NEPA Update EA Progress • Section 1 – Introduction • Section 2 – Purpose and Need and Alternatives • Purpose and need – complete • No action • Alternative 1 – Dam Removal • Deconstruction plan • Restoration plan • Alternative 2 – Dam Rehabilitation • Dam, forebay walls, etc. (structural) • Fish Ladder • Fish Screening • Power generation – optional?

  5. NEPA Update EA Progress • Section 3 – Affected Environment and Environmental Consequences • Section 4 - Preparers and Agencies Consulted • Section 5 – Abbreviations/Acronyms • Section 6 – References

  6. NEPA Update Cultural Resources • Dam complex • SHPO coordination • Determination of eligibility (DOE) nearly complete • Likely eligible for National Register • Removal likely “adverse effect” but mitigated • Archaeology • SHPO coordination done • DOE underway – no shovel testing required

  7. NEPA Update Environmental Site Assessment • “Level 1” – based on records and site visit; no testing • Look for indicators for contamination • Recommend testing locations in power house and former transformer sites

  8. Project Approach Biological Assessment • Content largely completed • Confirm the action area • Incorporate demo/restoration plan information

  9. Project Approach Wetlands Report • Submitting 2 wetland reports: Delineation Report and Indirect Wetland Impact Report • Reports are drafted; waiting for 2 year event modeling to finalize maps

  10. Project Approach Schedule • Review draft EA and permit applications in middle of January • Draft EA – 30 day review and revision • Goals: • Submit BA and permit applications in early February • EA out for public review in mid to late February

  11. Project Approach Deconstruction Plan • Multi-step plan with controlled drawdown of reservoir • Minimizes risk for County • Ensures dam removal and fish passage when complete
