Definition of terms • Innovation • A series of scientific, technical, organizational, financial, business and other activities • Innovation product (product, technology, service) • Innovational entrepreneurship • A set of entrepreneurial activities specializing in constant execution of innovations • Innovation potential • Theoretical ability and qualification of entities executing innovational processes with the goal of succeeding with innovative products on the market

Basic conditions • LISBON STRATEGY (March 2000) • Goal for the EU: • By the year 2010, become the most competitive and most dynamic knowledge economy; increase support of R&D to 3% of GDP • Current tasks of the CR: • Increasing spending on R&D • Indirect support of R&D • Priorities of R&D • Interest in R&D by young people • Removal of barriers to mobility • Advantages of international cooperation • Amend R&D ownership laws • More balanced distribution of R&D in the CR regions • Interconnection of R&D with hands-on experience • Improve the organization of R&D in the CR and improve management (trained workers) • Increasing the interest of the public.

System of innovative entrepreneurship in the CR • SYSTEM OF INNOVATIVE ENTREPRENEURSHIP IN THE CR • Created by the Association of Innovative Entrepreneurship in the CR since 1993 (http://www.aipcr.cz) • Structure of the System: • Main partners (regional authorities, R&D work sites, Parliament, government, banks, chambers, ÚPV – Industrial Property Office, domestic and foreign partners, …) • Selected central authorities of state administration (MŠMT – Ministry of Youth, Education and Sports; MPO – Ministry of Industry and Trade, MMR – Ministry for Regional Development, MPSV – Ministry of Labor and Social Affairs, …) • Associations pursuant to law no. 83/90 Coll. and other partners, members of the AIP ČR (…, ČVUT Faculty of Civil Engineering, …) • Entrepreneurial entities (innovative companies, scientific and technical parks, technology transfer work sites, …) • The listed entities of the System provide innovation processes (“Inventing – producing – selling”); they create, and are a part of, the innovation potential of the CR

Indicators of innovation potential • Five groups and 25 indicators divided as follows: • Inputs • Driving forces of innovations (5 indicators) • Creation of knowledge (4 indicators) • Innovation and entrepreneurship (6 indicators) • Outputs • Execution of innovations (5 indicators) • Intellectual property (5 indicators)

  8. Driving forces of innovations • Graduates from natural sciences and technical fields • Population with university education • Life-long education • Youth with secondary school education • Broadband communications network

  9. Creation of knowledge • Public spending on R&D (% GDP) • Corporate spending on R&D (% GDP) • R&D in the area of middle and top levels of technologies in % • Share of enterprises as recipients of public financial support of innovations in %

  10. Innovation and entrepreneurship • SME’s with own innovations • SME’s with cooperation on innovations • Spending on innovations • Investments of risk capital into early phases of entrepreneurship (% GDP) • ICT spending (% HDP) • SME’s with organizational innovations

Execution of innovations • Employment level in services with a top level of technologies • Share of the exports of high-tech products on total exports • Share of new products from the point of view of the market • Share of new products from the point of view of the company • Employment level in the processing industry with middle and top levels of technologies

  12. Intellectual property • Patent applications at the European Patent Office • Patents granted by the US Patent and Trademark Office • Triads of patents • New trade-marks in the Community • New industrial designs in the Community

Strategy for the development of the innovation potential of the CR • Improvement of the CR’s indicators within the “European Innovation Scoreboard” • Basic indicators • Inputs: • innovation tools • creation of knowledge • innovation and entrepreneurship • Outputs: • applications • intellectual property

Selected R&D and I results A – presentation of R&D results (conferences, trade fairs) in the CR, within the EU, and in the world B – expert monography C – chapter in a book D – article in an anthology J – article in a professional periodical P – patent (or another type of industrial property protection – trade-mark, utility model) S – prototype, used methodology, authorized software, results of applied research, reflected in legal regulations and norms Z – pilot runs, verified technology

  15. Innovation products • Products, technological processes and services that will fulfill the basic criteria: • originality of the solution (industrial-legal protection) • technical level (degree of innovation) • position on the market; effectiveness • impact on the environment

Conclusions • In cooperation with the Czech Statistical Office, refine the components of innovation potential with the goal of improving the quality of the CR’s position in this area within the EU and evaluate the components within the scope of the European Innovation Scoreboard • Within the scope of the preparation of experts for the field of innovation entrepreneurship, include the up-to-date interpretation of the innovation potential of the CR
