  1. DoD CIO Network Management Working Group (NMWG) NM Industry-Defense Technical Exchange 29 October 2013 DoD DCIO C4&IIC, C4 & Information Infrastructure CAPT Gardner Rhea, USN

  2. NM Interoperability Challenge • Characteristics of DoD Networks • Networks with Global Reach • Special Purpose Networks to operate in difficult environments across the world • Network span Space, Aerial, Ground and Maritime segments • Gateways to work alongside Coalition and Allied Partners • Gateways to collaborate with Federal Civilian Partners • Challenge • End-End Management of Networks in mission space is poor, laborious and unwieldy • Very Limited holistic understanding of network configuration, connectivity, throughput, performance, availability and security

  3. NM - Comprehensive Approach Comprehensive Approach Concurrent Development Activities 2030 2024 Timeline 2012 2014 Radio- COMSEC Migration Crypto Transition • Waveform Roadmaps and • Migration Plans • DoDI 4630.09 Waveform • Management • DoDI 8410.03 Network • Management • NM Interoperability Technical Profiles • NM Ontology & Data Models • NIEM Products • Reference Implementation Waveform Management AIR Radio-Networking Evolution SEA GROUND SPACE Network Management Policy Directives 2030 2024 Timeline 2012 2014 A Comprehensive Approach for achieving Network Management

  4. JIE – Tactical NM • JIE Enabler for the Warfighter • Defined set of standards, specifications and capabilities • Facilitates the same JIE Services available at B/P/C/S to Tactical Edge Joint Communications Nodes DoD Enterprise Tactical NM Focus Area Forward Deployed 4

  8. Background For Network Management (NM) • DoD CIO Campaign Plan (v1) Task 2.2.1.10 • “Develop a strategy to improve the integration of network situational awareness, management, and control across SATCOM, DISN, and other networks comprising the GIG.” • DoD CIO Campaign Plan (v2) Task 1.1.1.3 • “Develop DoDI 8410 – Network Management (NM) Instruction • DoD CIO Campaign Plan (v2) Task 2.2.1.7 • “Develop Strategy to Improve Tactical Integration of Network Management Tools.” • JTF Ground, Air and Maritime Domains • Thread Analysis Completed • Baselined NM Information Exchange Requirements • Determined WHAT NM function information must be shared • Determined between WHOM NM information needs to be shared • Framework Analysis Completed • Determined HOW NM information should be exchanged • Foundation for NM architectural artifacts

  9. NM Ontology Benefits: • Enables specification of a rich information model • Provides a shared understanding of the structure of information • Enables dynamic modelling of complex problem domains • Enhances semantic search and query expansion, mapping and merging data, and interoperability Building Blocks: • Basic Information Organization • Classes and class hierarchies – what kinds of things we want to talk about • Information about Information • Properties and property hierarchies – what are the relationships between classes • Technology and Tools • Modeling languages (RDFS  OWL) Achieve Interoperability, Improve Understanding, Enable Innovation/Efficiency Definition: A shared conceptualization of a domain • Shared – accepted by the community of interest • Conceptualization – an information model (classes, properties) of the relevant portion of a domain 10

  11. NM Interoperability GTPs – Interface and Information Exchange Technical Guidance • Overarching GTP developed in parallel to tie Subordinate GTPs together 12 GTP: GIG Technical Profile

  12. Service Level Management • Task originates in the DoDI 8410.03 – Network Management • The DoD CIO, shall “Develop, in coordination with the Heads of the DoD Components, guidelines for network [Service Level Agreements] SLAs, a DoD service level management governance framework, and a process for reviewing and coordinating SLAs.” • SLAs and the Tactical Environment Working Session • Intended to further understand how SLAs can and should be used in the tactical environment and develop some specific use cases • Approach will be to invite Services tactical communications SME participation • Way Forward • Identify where SLAs should be captured and documented • One option being investigated is to incorporate them into CONPLANS/OPLANS Annex K and/or Joint Strategic Capabilities Plan (JCSP) 13

  13. NM Reference Implementation – System Validates Interoperability: Implements GTP, Common RepresentationCommunity Resource – Software, Documentation on DISA’s forge.mil Conventional Approach: Candidate with Native Model Ontological Translation with “intelligent wrapper”: Candidate NMS with Native Model Reference System 14

  14. NM Industry-Defense Technical Exchange • Key Objectives • Participation from DoD and IC - NM stakeholders • Participation from Industry Partners – NM vendors, Carriers, CommsProviders • Share NM Interoperability challenges in today’s joint tactical network operations • NMWG Vision, Background, Accomplishments and Future Directions • Discuss inter-relationships between NMWG and DoD’s Joint Information Environment (JIE) Initiative • Desired Outcomes • Compiled Notes, Short-term Action Items, Framework for follow-up Plug-fest • APL Partnering with AFCEA to host the event • Date: Tuesday, October 29, 2013 @ APL, Laurel MD • Break-out Session Topics • Standards – Interface, Data, Plug-fest • Service Level Management • Continuous Operations under Threat • Emerging Technologies 15
