  8. DRUG PREVENTION ACQUIS National Strategy on Drugs 2002 - 2004 EU Strategy and Action Plan on Drugs 2000 - 2004 ADOPTED IN FEBRUARY 2003 has been transposed by: ACTION PLANS OF THE GOVERNMENTAL PARTNERS INCLUDES: DRUG DEMAND REDUCTION SUPPLY REDUCTION Cristina PADEANU

  9. OTHER ORGANISATIONS THAT DEVELOP ACTIVITIES IN THE FIELD • ANTIDRUG NATIONAL AGENCY • MINISTRY OF EDUCATION • NGOS • Governmental Decision on financial support for NGOs which develop activites in the public health field - in action starting with 2004 Cristina PADEANU

PREVENTION PROGRAMMES • Health Education Curricula with topics on prevention of drug use • Adapting the successful program “Barbacana” • Involving professionals in the health field, especially family doctors (“gate-keepers”) • Surveying the behaviour and attitudes of students toward drug use Cristina PADEANU

MEDICAL INTERVENTION, PSYCHOLOGICAL SUPPORT AND REHABILITATION • Preparing curricula on drug use treatment and rehabilitation for undergraduate medical students • Specialisation in the field of addictions organised by “Aliat” and EATI (Ne) with support from MoH • more treatment centres proposed for financing from the state budget Cristina PADEANU

  12. HARM REDUCTION PROGRAMS • NGOs develop harm reduction activities other than MM based on a ministerial order • HIV testing and counselling available for drug users, based on free will and confidentiality • Organising the activity of hepatitis B and C testing for drug users Cristina PADEANU

  13. ARE THE PROGRAMMES EFFECTIVE FOR THE ROMA COMMUNITY AND HOW SHOULD WE ADDRESS THE PROBLEM OF DRUG USE AMONG ROMA PEOPLE? Cristina PADEANU

  14. IS IT DRUG USE A PROBLEM FOR ROMA COMMUNITY? • Statistical data: a small number of Roma people asking for treatment but • Almost 50% in harm reduction programs belong to Roma community • The importance of being accepted in the “group” Cristina PADEANU

  15. ROMA COMMUNITY INVOLVEMENT IN PREVENTION PARTNERSHIP PROGRAMS REACHING TO THOSE WHO ARE NOT IN SCHOOLS REACHING TO THOSE WHO ARE NOT AWARE RAISING AWARENESS OF POPULATION: THIS IS A MATTER THAT ALL OF US SHOULD CARE ABOUT Cristina PADEANU

  17. CONCLUSION • Public health programmes are in place for the entire population • More programs on prevention and treatment of drug use, especially addressed to those groups in need, but • the roma community involvement is essential Cristina PADEANU
