TAX FORFEIT LAND IN MINNESOTA • Lake County is one of 15 counties in Minnesota that actively manage tax forfeit land • These 15 counties manage 2.8 million acres of forested tax forfeit land. • These lands are managed for timber resources, gravel resources, wildlife habitat and recreational opportunities.

  3. TAX FORFEIT LAND IN LAKE COUNTY • Lake County manages 150,000 acres of tax forfeit land. • The majority of the Northshore State Trail in Lake County is on tax forfeit land. • Most of the Superior Hiking Trail in Lake County is on tax forfeit land.

  4. TAX FORFEIT LAND IN LAKE COUNTY • Lake County is the sponsor for local clubs participating in the MN DNR Grant-In-Aid Trails program. • 84% of the land in Lake County is public land.

  5. LAKE COUNTY OHV PRINCIPLES • Developed during DNR planning meetings for Lake County • Currently only manage (plan) for ATVs • Utilize existing trail corridors for ATV use instead of creating new trails

  6. ATV COOPERATION AND MANAGEMENT • Lake County acts as sponsor for local clubs to receive GIA grants. • County, State and Federal agencies work together when needed to complete trail projects. • Different public agencies each have strengths and weaknesses due to the laws they must abide by.

ATV COOPERATION AND MANAGEMENT • Many of the trail systems in Lake County wouldn’t exist except for: • A strong local club that had the know how to construct trails, • Active support and cooperation from local units of government, • County, State and Federal agencies willing to work together with no turf issues.

  8. ATV COOPERATION AND MANAGEMENT Example – Moosewalk ATV and Snowmobile Trail • Snowmobile trail built by DNR Forestry in early 1970s • Administration turned over to Silver Bay Snowmobile Club in late 1990s • Snowmobile trail improved by GIA and IRRR funds

  9. ATV COOPERATION AND MANAGEMENT • Proposal for Moosewalk to become ATV trail that will connect with Red Dot ATV Trail • Wetland violation found on already completed snowmobile trail improvement • EAW completed by DNR

  10. ATV COOPERATION AND MANAGEMENT • Wetland delineation funded by Lake County until reimbursed 90% by GIA fund • Army Corps of Engineers wetland permit filled out by DNR, signed by County Land Commissioner • On EAW, entity proposing project is Lake County and contact person is Lake County Land Commissioner

  11. ATV COOPERATION AND MANAGEMENT • Wetland mitigation credits purchased by Lake County to be repaid by GIA funds • DNR Trails and Waterways upgrades Moosewalk Trail to ATV standards
