  3. Disclaimer • Own views based upon 3 years as a MAPPA Coordinator • Variance in process and practice across areas, so presentation relates primarily to Grampian • Happy to be challenged, but please be gentle!

Where We Have Come From • Management of Offenders Scotland Act 2005 • MAPPA Units formed 2007 • Fundamental purpose of public safety and the reduction of serious harm • Framework for agencies to work together in assessing and managing risk • Provides consistent approach to identification, information sharing, assessment and management of high risk offenders

Where We Are Now • National Guidance developed – now a “living” document • Processes refined and enhanced • Learning from Inspections and SCR’s • Enhanced levels of information sharing • Appropriate use of electronic messaging • Better understanding of purpose/remit - Public rather than Corporate protection • More focus upon Risk Management • Clearer and more consistent thresholds • For many - Day to day business!

  7. Restricted Patients &MAPPA Mental Health Links • Clarity of MAPPA function in respect of RP’s • Involvement of LD, Psychiatry & Psychology under DTC • MAPPA Admin support to CPA • MAPPA NHS SPOC

  8. Non Core MAPPA/ MARS • MARS - Multi Agency Risk Strategy • Building upon what we know works, in interests of public protection and shared effort • No legal basis – but lots of suggestions! • Proportionate – necessary – justifiable? • Defensible not to meet/ share?

  9. Where We Are Going? • Category 2 and 3 - Violent and other dangerous offenders • Single Scottish Police Service • Review of Criminal Justice SW/Services • Combined Health and Social Care • Review of MAPPA in Scotland Five/six years on? • And……………………
