  2. The Philippine Development Plan and the National Climate Change Action Plan already provide the priority frameworksEvery planned action / major expenditure, national or local, must align closely to the spirit and substance of these two strategic templates.

Intermediate Outcomes Human Security Climate-Smart Industries and Services Ecological and Environmental Stability Sustainable Energy Water Sufficiency Food Security Knowledge and Capacity Development Enhanced adaptive capacity of communities, resilience of natural ecosystems, and sustainability of built environment to climate change. Successful transition towards climate-smart development. Ultimate Outcomes

Re-configure the implementation of national development programs to require the strategic integration or retro-fit of Green Economy filters in every planned action / major expenditure. `` MacArthur Hiway SLEX SANTA ROSA WATERSHED Stabilization of Recharge Zones Construction of Detention Ponds Management of Waterways

  5. Planned “future smart”, integrated area development to address steadily increasing consumption, economic and social imperatives, as well as, intensifying climate change impacts New “liveable” cities

A CLIMATE RESILIENT SOCIETY opportunity for all economically sustainable culturally vibrant globally competitive despite ecological dependence Through public sector example, enhanced by a fresh system of incentives and disincentives founded on these policies, the private sector will be prompted by self-interest to assess its practices “through a climate lens” – always considering local vulnerability, climate risks, climate-proofing, and avoidance of mal-adaptation, as elements of competitiveness.
