MSC Themes • MSC 2009 ; “Delivering Maritime Security in Global Partnership: Improving Collective Capabilities.” • MSC 2010 ; “Delivering Maritime Security in Global Partnership: A Comprehensive Approach for Mutual Benefit.” • MSC 2011; “Delivering Maritime Security and Safety in Global Partnership: Creating a Strategic Framework for Maritime Security Cooperation.” • MSC 2012; “Delivering Maritime Security in Global Partnership: Identify Cooperative Strategies For Future Maritime Security Engagement.”

  3. Aim of the Conference The aim of the conference is to examine how existing and future maritime security initiatives can be more efficiently aligned to provide seamless interoperability and to develop a road map for “International Maritime Security Cooperation and Awareness.”

  5. Objective 1- Enhance National MS Governance Objective 1. Enhance National MS Governance: Consider each aspect for maritime security cooperation – role of industry, judicial, maritime law enforcement, coordinated surveillance, information, intelligence sharing, lead and support agency arrangements, etc. Performance Objective. Develop a comprehensive, whole of government approach. Enabling Objectives • Identify the stakeholders • Identify overlying legal framework • what is the role of the navy and other national maritime stakeholders – constabulary/military roles, • define risk – economy, resilience, developmental, political, • what needs to be regulated, where are the loopholes, the ambiguities, the mistrust? • define the “economic reality” – dependence on free flow of goods/market requirements • address the fundamental principles –market competitiveness, resource shortages, • best practices; what interagency governance models are available and how to improve the process? • how to shape culture and foster greater trust and improved cooperation/collaboration, • requirements to construct a governance model – capacity building incentives (DELETE) • identify long term concepts – phased approach • identify the need for a Strategic Communication Plan

Enhance Interregional MS Governance: Consider each aspect for international maritime security cooperation – role of industry, judicial, law enforcement, border protection, environmental protection and conservation, defense, coordinated surveillance, information sharing, etc. on global level. Performance Objective. Develop the way ahead for international maritime security cooperation and awareness Enabling Objectives • Identify processes • Identify overlying legal framework - role and adequacy of International Law • what are the requirements for global maritime security cooperation and awareness –incentives for funding • how to create political will and build on existing mechanisms to make global cooperation work – foster leadership opportunities • how to shape culture and foster greater trust and improved cooperation/collaboration • what needs to be regulated,

Objective 2- Enhance Interregional MS Governance • where are the loopholes, the ambiguities, the mistrust? • what are the roles for international maritime security stakeholders including private sector; UN agencies, IMO, NATO, ICS, EU, IMB, etc. • counter globalized crime – how significant it is over the economies • define the “economic reality” – interdependence on each other’s prosperity/market health • address the fundamental principles – open seas, market competitiveness, resource shortages, • best practices; existing multinational cooperation initiatives and their re-orientation to ensure interoperability - maritime security sector reform, • how to ensure freedom of navigation – shipping, global commerce and security and the right to defend national interests at home and abroad? • identify capacity building policies to have a global maritime security cooperation and awareness incentives • identify long term concepts • develop a Strategic Communication Plan

  8. Objective 3- Improve Capabilities - Data Fusion Systems - Design and Standards Objective 3- Improve Capabilities - Data Fusion Systems - Design and Standards Performance Objective. Design effective, interoperable and affordable maritime security cooperation and awareness infrastructure. Enabling Objectives • what is the current maritime security system infrastructure • how do we do cooperate and share information today • what are the capability gaps, where is the overlaps, and commonalities • responsibilities for maritime security system infrastructure – civilian constabulary or military based systems • development of common standards in design • developments in data fusion systems – interagency, interdomain and international • improved situational awareness – mechanisms for information sharing- real-time/quick and quick response • use of social networks to improve situational awareness • threat and risk assessment • information security – why share, what to share, when to share, preserve privacy yet transparent enough to act

  9. Objective 4- Identify Future Maritime Security Challenges Objectives: 4. Identify Future Maritime Security Challenges : Discuss future challenges in the maritime domain, identify the parameters of the new threat environment to increase operational awareness. Performance Objective. Provide a projection for future maritime security challenges and how to engage them. Enabling Objectives • Identify current and emerging threats • identify the impact of climate change and the related challenges on MS • Identify the effects of the exploitation of maritime resources – deep sea mining, oil, gas - overdevelopment • identify the effects of the emerging powers on maritime security - how to work together and avoid major conflicts • High north – new challenges and opportunities Basis for discussion, political correctness (TO BE DELETED) • identify the performance measures for operational readiness and interoperability in the future security environment • address interdomain aspects - cyber threats, show maritime linked to cyber, air and space domains • new tactics to counter maritime asymmetric/hybrid threats • how to counter international organized crime with their increasing power and capabilities • provide a projection for maritime security in the next two or three decades • a comprehensive approach to identify and deal with the new challenges • out of the box solutions – improved support from industry • identify action plans/phased development processes • long term concepts - how to be prepared to counter the future threats

Way Ahead • Build the extended POC database for the stakeholders – Global • Collaborate with COE CSW and Uni.Del. to achieve the objectives of the conference • Search for the best speakers and panelists and coordinate their attendance • Coordinate with the academia, staff colleges and other national /international bodies to improve the intellectual quality • MSC 2011 further assessment: “What did we accomplish last year?” • How to carry the White Paper to the next step • Communicate and promote the MSC 2012 - StratCom • Guide the speakers, panel chairs and panelists to stay relevant and to make the most of their contribution
