  1. Wholesale Market Subcommittee Report to Technical Advisory Committee February 2011

  2. TAC Action Items • TAC Voting Items • NPRRs in PRS Report • WMS considered NPRR283 (Clarify PCRR Auction Eligibility), and endorsed it, as amended by the 10/13/10 ERCOT comments and as revised by WMS. There were two abstentions from the Investor Owned Utility (IOU) and Independent Power Marketer (IPM) Market Segments. Previously, WMS requested that ERCOT and PUCT legal review the NPRR. • NPPR 289 (Clarify Use of Raise/Lower Block Status Telemetry) was endorsed with WMS comments. • WMS reviewed NPRR 305 (Timeline for calculating the value of X). The NPRR was submitted by the VCWG, and WMS recommended that PRS grant the item urgent status.

  3. TAC Action Items • Upcoming TAC Agenda Items • NPPR307 (Change SASM Offer Procedures) was referred to WMS by PRS. The NPRR proposes lifting the prohibition on raising SASM offers, and PRS members asked WMS to review the NPRR and any alternatives.

  4. TAC Action Items • Other Notable WMS Items • WMS is developing a list of WMS topics for review at it’s next meeting. It will be one place for spectators to monitor all issues being discussed at WMS. Following review at the next meeting, it will be posted as a key document. • Stablization issues raised at last month’s WMS meeting have been referred to various working groups, notably QSE Managers and Congestion Management
