TAC Action Items • TAC Voting Items • CRR Credit Parameters • At the September 22, 2010 Regular WMS meeting, members heard two presentations from Luminant and LCRA regarding “right-sizing” Credit Parameters to ensure adequate CRR credit requirement such that auction awards don’t result in collateral calls from FCE calculations • Credit Parameters must be in place by November 1 for November Auction.

TAC Action Items • TAC Voting Items • CRR Credit Parameters • WMS voted to support the Luminant proposal for M=0, A=0. • Motion carried 70.4% for and 29.6% against with 2 abstentions • One Consumer and one Coop Abstained. • Recommend TAC Approval and request that the Board make the Parameters effective for the November 2010 (Section 7.5.5.3 is effective November 1, 2010 and the Auction is November 12, 2010)

TAC Action Items • TAC Voting Items • Market Reform and IMM Nodal Issues –WMS Assignments related to CRR Derate • At the August Board Meeting, the IMM was asked to review the risk assessment that was prepared by Market Reform (“MR”) • Category 2: Likely to Need Fixing Soon (after market start) • Load Zone Modeling/Pricing • Ancillary Services Deliverability • CRR Derating • Category 3: Must Be Fixed Over Time (within a few years • Scarcity Pricing • Category 4: Watch and Be Ready (if/when fix is needed) • Settlement at Shadow Prices • RUC and RUC Clawback • SCED and 2-Step Mitigation

TAC Action Items • TAC Voting Items on other Parts of the Agenda • Shadow Price Caps and Power Balance Penalties in Security Constrained Economic Dispatch • WMS voted to recommend to NATF to adjust the Power Balance Penalty curve to begin at $500, go to 40MW, WMS to review in 2011. • Motion carried 61.1% for and 38.9% against with 7 abstentions • The Consumer segment Abstained.

TAC Action Items • TAC Voting Items on other Parts of the Agenda • WMS Voting Structure • WMS recommendation that TAC adopt PRS voting structure for WMS, and limit e-mail voting to non-policy issues. • Motion failed 48.1% for and 51.9% against with 6 abstentions • Consumers voted in favor of the motion.
