Retail Market Subcommittee • 12/12/12 RMS Discussions: • RMGRR111 - Process Updates for the Request of Historical Usage Data via Smart Meter Texas Web Portal • Describes new process for third parties to obtain 15-min historical usage via the SMT • Establishes that 15-min historical usage data is not provided by TDUs in current LOA process for historical usage • Pending final design decisions by AMIT • RMGRR113- Updates to Standard Historical Usage Request • Clarifies that an applicant at a new residence may authorize the TDU to release 12-mos of historical usage, despite not having lived in the premise during the past 12 mos. • Pending direction from PUCT Staff • 12/20/12 – PUCT Staff provided their feedback to RMS leadership that will also be discussed with RMS membership and the submitter of RMGRR113 next RMS meeting • 2013 Retail Service Level Agreement (SLA)- • RMS recommended that ERCOT change their SLA to include into their monthly planned Release outages a starting time of 5:00 PM on Saturdays as ERCOT’s standard and if an earlier time of 2:00 PM is needed by ERCOT then ERCOT would come to RMS with a recommendation to approve an earlier Release window exception. • 2013 Retail SLA redlined changes will be corrected to include these changes, RMS vote expected on January 16, 2013.   3. 12/3/12 ERCOT’s Unplanned Outage • ERCOT requested and RMS Leadership agreed to adding a Market Participant Feedback agenda item to the December RMS to start drafting market impacts experienced during ERCOT’s Processing Outage that occurred on12/3/12 • Issues identified by Market: • Multiple Communications Failures on behalf of ERCOT • When should communications start, how often should communications continue with or even without system recovery update(s) and communications should occur by what means (Emails, Conference Calls/WebEx, Combination of All)? • When should manual workarounds be invoked by the market to maintain end use customer’s expectations for Move-Ins and in some cases may include Switch Hold Removals where applicable? • Safety Net processes in the Retail Market Guides (RMG) will need to be revisited to include processes where needed to support the market during unplanned system outages. • RMS Leadership’s Recommendation: • Create a Taskforce led by Karen Farley (ERCOT) to start drafting market guidelines and processes that will outline procedures that would improve market communications and continue to support the market during any future unplanned outage events. Retail Market Subcommittee • Sharyland Transition to Competition • Kick-off Meeting held on Tuesday, Dec. 4th at MET Center • Completed an Initial Review and Redlined proposed Sharyland Transition Taskforce (STTF) Scope Statement • Discussed: • Market Testing Timelines and Requirements • Sharyland’s New DUNS for expanded territory and the New Formatting of the ESI IDs that will be involved into the Transition • Started identifying possible scenarios for transitioning Customers and Load from NOIE to ERCOT’s Competitive Markets on May 1, 2014 for Stanton, Colorado City, Brady, and Celeste divisions per Sharyland’s Final Order PUCT Project 39592 • ~41,000 ESI IDs and ~18,000 customers • Customers that do not select a competitive REP will be allocated into a pool of default service REPs. • Next STTF meeting scheduled on Friday, January 11, 2013 at MET Center Technical Advisory Committee

Retail Market Subcommittee • 2012 Flight Testing Summary: • 14 New CRs (includes 7 Additional DUNS) completed testing with a total of 75 TDSP territories • 131 Existing CRs (120 TX SET V4.0, 11 Change of Service Provider, 11 Bank Change, 6 Added Territories) completed testing • Advanced Meter Deployment Progress • 6,266,335 AMS Meter installed: • Oncor 99% Complete • American Electric Power (AEP) 70% Complete • Texas New Mexico Power (TNMP) 30% Complete • CenterPoint Energy (CNP) 100% Complete • 93.3% of ERCOT’s Load settled with15-min interval data (both AMS and IDR) • RMS leadership will be working with AMIT in order to begin transitioning AMIT’s responsibilities into RMS, therefore these changes would allow AMIT to begin to sunset. This change in responsibility will require a vote of approval at RMS to create a new working group and revisions to RMS Procedures to support these changes. • Working Groups and Taskforces will start developing a summary of their 2012 Accomplishments and 2013 Goals along with Working Groups voting for 2013 leadership.
