Progress on BART Implementation in Alabama: History, Results, and Future Steps

BART History • 37 Sources met original criteria • 3 sources excluded with reinterpretation of VOC inclusion as BART pollutant • 2 sources excluded with interpretation of boilers being integral to a process • 1 source shut down BART eligible unit • 2 sources synthetic minored < 250 TPY • 28 sources screened out < .5 deciview impact • 1 source agreed to limitations to reduce impact < .5 deciview by 1-1-13 adem.alabama.gov

  5. BART History • 2 sources remaining (not including any sources in Jefferson County) • Preliminary BART submittals have been received. THREE TIMES EACH! • Its too expensive, there isn’t enough visibility improvement to justify anything, it’s going to put us out of business, we will have to shut those units down, yada yada yada…. adem.alabama.gov

BART Results • Source A • Boiler 1 536 mmbtu/hr coal fired • Install overfire air – NOX reductions 48% (668 TPY) [actually being done to comply with boiler MACT] • Flue gas Sorbent Injection – SO2 reductions 60 % (1441 TPY) 932 $/T • Boiler 2 & 3 360 and 350 mmbtu/hr coal fired • Reduce coal %S ~50% reduction • 1066 $/T • 2 Units no controls economically feasible without shutting down operation. adem.alabama.gov

BART Results • Source B • Boiler 1 679 mmbtu/hr Coal/wood fired • Install low NOx burners and air system 20 % reduction (218 TPY) 1598 $/T • Boiler 2 470 mmbtu/hr Recovery Furnace • No controls economically feasible (3633 $/T) • Boiler 3 365 mmbtu/hr Gas fired swing boiler • No additional controls economically feasible (2767 $/t) • Boiler 4 398 mmbtu/hr Coal/wood fired • Boiler will be limited to operation as back up unit only when other boilers are not in operation. adem.alabama.gov

  9. REAL BART Results • Estimate that 5 man (woman) years have been spent by ADEM on BART to date. • Let’s round that off to about $500,000 • 1970 total tons reduced • $254 per ton vs Title V fees of $35 • Less than 1 stinking deciview improvement adem.alabama.gov

RFP • We are currently working on review. • Performing (Q/D)RTmax analysis • Currently, it appears that the glide path is being met for Sipsey Wilderness Area • No further action has been identified by (Q/D)RTmax analysis at this time. • Waiting on final RFP guidance from EPA adem.alabama.gov
