P B S & T H E R E C O V E R Y A C T • The Ground Rules: • $5.55 Billion Budget • $1.0 B for new construction of courthouses, land ports of entry and federal buildings • $4.3 B for modernization and sustainability of existing buildings • Projects in all 50 states, the District of Columbia and two territories

P B S & T H E R E C O V E R Y A C T • The Ground Rules: • Obligate Money fast – Construction Obligated in 12 months, Completed in 5 years. • Green the inventory, with long-term investments and results • HPGB Definition in EISA 2007 • Put people to work in green jobs • Higher fiscal multipliers preferred • Fairness to prevail • Compete where possible • Use American products

H O W P R O J E C T S H A V E B E E N S E L E C T E D • Energy savings and speed of delivery • Projects with designs that are complete or in process, with a focus on energy • Projects that can be developed and awarded quickly, getting people back to work • Projects that can be completed before 2015

  8. S P E E D C O U N T S • Take advantage of full funding • Compress our processes • Eliminate wasteful/unnecessary steps • Carefully track all deliverables • Standardize advertisements and contract requirements to align with industry standards
