  3. IMPACT OF DEFICIT RAIN ON KHARIF CROP / 09 • 10 districts had received deficit rain from Feb to Aug/09 with % of departure from normal ranging in between (-) 21% to (-) 68%. The rainfall situation during the period from 15th May to 15th July was recorded as worst when % rainfall deviated from(-)22% to (-) 83% from normal. • Standing crops like Paddy, Maize & Millet under shifting cultivation was affected during flowering & grain setting stage and loss of production estimated to be 5 – 10%. • As a whole loss to standing crops were estimated to be15 - 20 %.

  4. IMPACT OF DEFICIT RAIN ON KHARIF CROP / 2009 • The targeted area during Kharif is 215.825 hect. out of which sowing / transplanting in an area of 210.81 hect. is completed by the end of August / 2009, which is 97.67% of the target.

  5. The total unsown area in case of Paddy alone is estimated around 3200 hect on account of deficit to scanty rain and over age of seedling. The sowing of Pulses, Coarse Cereal and some Cash Crop could not be effected due to deficit to scanty rain during period from 15th May to June, which account nearly to 1800 hect. • As per preliminary estimation, a loss of 78450 MT is expected to total targets of production of Kharif crops, which is about 17% less than normal.

  6. TARGET AND ANTICIPATED ACHIEVEMENT DURING KHARIF / 2009 Production of Kharif Crops is anticipated to be less by app.17% % of target.

CONTINGENCY PLAN FOR DROUGHT AFFECTED AREAS • Alternate short duration variety Crops in affected areas like Blackgram, Green gram & Toria & Rabi Maize. • Rs. 1.02 Crore released for seed under state plan and Rs. 65.80 lakh under MMA being subsidy for seed. • Subsidy for Water Pump set is released in affected areas under MMA (58 nos.) • Higher assistance is being sought under CRF to mitigate the losses sustained by farmers by providing farm inputs.

SPECIAL FOCUS FOR RABI SEASON / 09 • The targeted area and production of different crops in Rabi / 09 is increased by 38.6 % and 37% over Rabi/08 respectively. • Arrangement & positioning of Rabi Seed as per targets for sowing in time. Arrangement is already tied up and lifting is in process. • Positioning of fertiliser and other inputs for Rabi Season started. • District level campaign for Rabi is being Started to achieve targets set for Rabi. • State Govt. request to GoI to issue orders to Commercial banks to lend agriculture loan on revised rate of interest & to gear up crop loan through K.C.C. • To ensure effective extension reach in all agro-climatic sub-zones through ATMA & KVK. • To make availability of minor crop seed as per farmers need like sunflower seed, Barley & Gram seed.

  12. NATIONAL FOOD SECURITY MISSION (N.F.S.M.) • The state is not yet covered under N.F.S.M. to enhance production of food crops to meet up domestic demand. On the basis of increasing trend of food crop production, atleast 4 (four) districts namely East Siang, West Siang, Lohit & Changlang may be included under N.F.S.M. as a special cases since these districts are major contributor in the state’s food production.

  13. RASHTRIYA KRISHI VIKAS YOZNA (R.K.V.Y.) • The state has already submitted a detailed report to MoA and Planning Commission regarding its eligibility to receive RKVY allocation. The baseline share of Agril. & allied sector in its total State Plan expenditure (excluding RKVY) stands at 8.64% in the year 2009-10. • The C-DAP is now prepared for all the 16 districts of the state. The SAP too is prepared & submitted by NIRD – NE. • The C-DAP so prepared is now in the process of obtaining approval of respective DAPU so as to place it before SLSC for final approval. • The department has already identified and prioritized several activities under Agril. & allied sectors within the Notional allocation of Rs. 16.10 Crore during 2009-10.

ATMA Activities during 2009-10 • Six monthly Review Workshop held at Aalo on 5 June’2009 attended by all PD ATMA. • 28 Farm School set up during 2008-09 functional • 32 nos Farmers’ Training involving 640 farmers9(410 Male & 230 Female) • 6 nos Inter state Exposure visit of farmers involving 55 farmers & farm women to Assam,Meghalaya and Sikkim conducted • Audited UC for 2005-06 and 2006-07 already submitted to Ministry of Agriculture • Audited UC for 2007-08 is ready and being submitted within September’2009 • Unspent balance of Rs. 3.9 lakhs of 2008-09 is in the process of release by State Govt. • Release of fund as per approved SEWP of 2009-10 is awited • Release of fund to the APAMB in stead of state exchequer has been approved by the state Govt and the decision has been conveyed to the Ministry. • Kisan Call Center) KCC) may be set up at Pasighat in stead of Itanagar for better function

  21. SEED TREATMENT & TESTING • Seed treatment of locally grown seed is being promoted to reach 100 % achievement in treatment of seed. Around 47% of net cultivable area was covered under seed treatment during 2008-09 and target for current year is set to 60%. • Seed Testing Laboratory at Naharlagun is strengthened. Collection of seed sample is in progress to utilise the intake capacity of 5000 samples per annum. The percentage of capacity utilised in the laboratory since last 3 years are:

FERTILISER • Requirement for Rabi/09 • Urea : 400 MT • SSP : 300 MT • MOP : 100 MT • DAP : 200 MT • Necessary arrangement is being tied up and lifting is expected to start as per month-wise requirement. • Samples of fertilizer is being sent to Kalyani for quality testing. During 2008-09, 8 (eight) samples were sent and report revealed that all the samples were of standard quality. • Soil Testing is promoted in big way to ensure balanced use of plant nutrients. One soil testing van is functioning and achieved the target of testing of 850 samples within 6 months.

BEST PRACTICES ADOPTED BY THE STATE • Higher SRR – 8% in Paddy. • Seed treatment campaign through ATMA programme. • Integrated nutrient management (INM) with special focus on anionic micronutrient and Zinc in some area where deficiency noticed. • Popularizing Integrated Pest Management (IPM) concept. • Encouraging Organic farming by popularizing organic and biofertilizers in the areas where farming practice is traditionally organic. • Awareness and sensitization through print & electronic media about developing Agro-eco tourism. • Inter-district / State exposure visit of farmers, Kisan Mela, Farmers-scientist interaction under ATMA programme • SRI technology is gradually getting very good response from the farming community.

  25. OTHER ISSUES OF IMPORTANCE • No approval is given for the promotion of organic Manure & Bio-pesticide under MMA during current year. This would be a setback for our continuing activities and farmers would be deprived. So, an additional allocation to the tune of Rs. 3.00 Crore may be considered under MMA to promote organic farming in the state. • The production of Kharif Crop is considerably affected on account of deficient rain during May’15th to 20th July. As per preliminary estimate there is loss of production to the extent of 15-20% to targets. In order to mitigate the losses sustained by the farmers, an amount of Rs. 1.00 Crore may be additionally allocated to the state under MMA 2009-10.
